MEDAIR INTERNATIONAL is seeking an exceptional individual to fill the role of Country Director. This position presents an unparalleled opportunity to lead our humanitarian efforts in-country and contribute to saving lives and alleviating human suffering.

Job Summary

The successful candidate will oversee all programme and support activities, representing MEDAIR internationally and facilitating effective donor relations and grant management. They will be responsible for developing and implementing the country strategy, ensuring project implementation and evaluation align with senior field managers' guidance.

About Our Programme

We are working in rehabilitation and emergency response locations across Ukraine, providing essential life-saving health, WASH, shelter/infrastructure, NFI/CVA, protection, and mental health and psychosocial services. Our purpose is to save lives and alleviate human suffering.

About the Team

This position requires collaboration with senior field managers in Ukraine and GSO staff. We seek someone who can develop strong relationships with donors, ensure compliance with national and international laws and regulations, and maintain transparency in operations.

Main Responsibilities
  • Leadership and Management:
    • Implement the country strategy: design, review, and evaluate in collaboration with senior managers in Ukraine and GSO staff. Consider the political and security context, community needs, donor criteria, and strategies for long-term planning and development of projects.
    • Ensure project implementation and reporting: Monitor, evaluate, and report planned activities in accordance with project proposals, logical frameworks, institutional donor policies, and guidelines.
    • Manage programme and support functions: Develop and maintain operational procedures for individual projects and support functions, ensuring compliance with national and international laws and regulations.
  • Operations Management:
    • Oversee programme implementations: Ensure objectives are met on time and within budgets while preventing corrective actions.
    • Communicate with teams: Maintain good communication with all country teams implementing and supporting programme plans.
    • Develop activity plans and resource analysis: Prepare and implement policies, procedures, and guidelines as necessary.
  • Financial Management:
    • Supervise budget management and expenditures: Collaborate with the finance manager, Deputy Country Director, Project Coordinators, managers, and GSO staff to ensure portfolio management and that budgets are spent according to approved grants and regulations.
    • Prevent fraud: Ensure sufficient controls are in place and relevant staff receive required information and training to minimize the risk of occurrence within the country programme.
  • Security Management:
    • Safety and security: Overall responsibility for the safety and security of MEDAIR staff and assets.
    • Update security plans: Oversee the updating and implementation of country location security plans, guidelines, and manuals.
    • Security awareness: Ensure appropriate security procedures and awareness are maintained throughout the country programme.
  • Staff Management:
    • Line manage designated staff: Direct supervision and development of designated staff.
    • Team leadership: Hold regular team meetings and through a consultative leadership style, develop and build an effective team.
    • HR functions: Ensure effective HR functions of all national and international staffs and refer issues to the appropriate HR lead.
  • Quality Management:
    • Review systems: Review, develop, and implement systems to detect and improve transparency in order to prevent loss or fraud.
    • Quality assurance: Ensure that the country programmes are implemented in line with donor proposals and requirements and in accordance with MEDAIR and stakeholder international standards.
About You

We are looking for someone with a university degree in a relevant subject, such as management, development studies, business administration, or a relevant technical subject. A strong working knowledge of English (spoken and written) is required, with Ukrainian being an advantage. The ideal candidate will have 5 years of post-qualification experience in a management position and 3 years of post-qualification experience in a complex humanitarian emergency. Experience in dealing with donors and government officials is also essential.

Qualifications
  • University degree in a relevant subject.
  • Strong working knowledge of English (spoken and written).
  • Ukrainian will be an advantage.
