Social Policy Reform Specialist

The Social Policy Reform Specialist will lead the development and implementation of social protection policies, programs, and projects in Ukraine, with a focus on reducing child poverty and improving social services. This is an exciting opportunity to make a meaningful difference in the lives of vulnerable children and families.
**Key Responsibilities**
• Develop and implement strategic plans for social policy reform, aligned with UNICEF's global and regional priorities.
• Provide technical assistance to government partners to strengthen their capacity to design, implement, and monitor effective social protection systems.
• Collaborate with stakeholders to identify and address gaps in social services, particularly for disadvantaged groups such as women, children, and persons with disabilities.
• Analyze data and research findings to inform policy and program decisions, ensuring that they are evidence-based and responsive to the needs of vulnerable populations.
• Build and maintain partnerships with key stakeholders, including government agencies, civil society organizations, and private sector entities, to promote coordination and collaboration around social policy reform.
• Identify opportunities for resource mobilization and advocate for increased investment in social protection initiatives.
Requirements
This position requires a highly qualified and experienced professional with a strong background in social policy, international development, and project management. The ideal candidate will have:
• A master's degree or higher in a relevant field, such as economics, public policy, social sciences, or international relations.
• At least 8 years of experience in social policy reform, project management, or a related field, preferably in an international development context.
• Excellent analytical, writing, and communication skills, with the ability to produce high-quality reports, briefs, and presentations.
• Strong interpersonal and leadership skills, with the ability to build and manage relationships with diverse stakeholders, including government officials, civil society leaders, and private sector representatives.
• Fluency in English is required, and knowledge of another official UN language (such as French, Spanish, Arabic, Chinese, or Russian) is an asset.
• Familiarity with UNICEF's programming and operational modalities, as well as its commitment to equity, diversity, and inclusion, is highly desirable.
What We Offer
UNICEF offers a competitive compensation package, including a salary range of $95,000 - $115,000 per annum, depending on qualifications and experience.
