Job Summary

The Programme Manager - Social Recovery Specialist will lead the Social Recovery Office, a joint initiative between UNICEF and the Ministry of Social Policy, to support Ukraine's social protection reform efforts.

Key Responsibilities:

  • Establish and manage the office's annual work plan, setting priorities and targets for achieving results.
  • Supervise team members by providing clear objectives, goals, and timelines, and conducting regular performance management and assessments.
  • Improve data on child poverty and vulnerability to inform policy and programme action.
  • Strengthen social protection coverage and impact for children through policy development, legislation, and programme implementation.
  • Enhance transparency, accountability, and efficiency in public financial resources for children.
  • Support capacity-building of local governments to plan, budget, consult, and monitor child-focused social services.
  • Advocate for child-sensitive social policy through partnership building, resource mobilization, and communication with key stakeholders.
Requirements
  • Master's degree in Economics, Public Policy, Social Sciences, International Relations, Political Science, or another relevant technical field.
  • At least eight years of professional experience in social protection reforms, child poverty reduction, or related fields.
  • Fluency in English required; knowledge of another official UN language or Ukrainian an asset.
