Short Title Of Assignment
Support to the Ukrainian Ministry of Justice (MoJ) to modernize and strengthen their information management capacity in order to maintain a Register on Children

Background
UNICEF is supporting to the Ministry of Justice in fulfilling its mandated role as the entity responsible for the "Register of information on children deported or forcibly displaced in connection with the armed aggression of the Russian Federation against Ukraine" (Decree 1240, This support will include:

• Modernizing the Register and Operations through the provision of IT Expertise
• Enhancing Cybersecurity for the Register Team
• Building HR Capacity for the Register
• Strengthening Data Protection and Data Sharing Protocols
• Capacity Building on Child Protection, Humanitarian Law, and Family Reunification

As such, UNICEF is looking to recruit a consultant with the required expertise, for a period of 6 months, to support its Child Protection Section, in collaboration with its ICT department, with the first four areas mentioned.

Objective
The key objectives of this assignment include:

• A Work Plan between the MoJ and UNICEF with regards to the modernisation of the MoJ's data system for the Register is concluded, which specifies the desired process, means and outcome which the information management system for the Register is to meet as well as the safety standards and protocols to be put in place.
• A vendor selected and onboarded to develop, rollout and maintain (temporarily) the agreed upon modernisation solution.
• The Ministry's processes and protocols around the register are streamlined whilst also be secured to ensure prompt sharing, verification and storage, whilst not compromising on confidentiality and security.
• The personnel of the MoJ's capacity on data protection, cyber security and information management are strengthened.

Scope Of Work, Activities, Tasks, Deliverables And Timelines
Work with the Ministry's teams, UNICEF's Sections and a to-be onboarded vendor to:

• Improve the efficiency and effectiveness of the Register of Ukraine's Ministry of Justice (MoJ) for sharing, cleaning and verification of cases, in line with the highest child protection and security standards.
• Automate key functions, enhance data accuracy, and streamline operations.
• Ensure that the register system is up to date with best practices, and is secure and scalable for future needs, in line with the data protection protocol when it comes to children-related sensitive data.
• Capacity building - provide valuable technical and cybersecurity training and continuous support to the team managing the Register to ensure smooth implementation and long-term sustainability of these advancements.
• Enhance Cybersecurity for the Register Team and ensure safeguarding sensitive and personally identifiable information (PII) data of registered children. Strengthening cybersecurity protocols to protect both personal and institutional data from emerging cyber threats.
• Ensure regular assessment and cybersecurity mitigating measures are in place to stay protected from potential threats. Ensure the system resilience, security, and compliance with international standards.
• Strengthening Data Protection and Data Sharing Protocols - develop robust, clear policies to guide data-sharing practices, ensuring confidentiality, integrity, and legal compliance.

The successful candidate is expected to be available to commence work within one or two weeks of receiving an offer. The consultant will report to the Child Protection Specialist, under the guidance of the Child Protection Manager, and will work closely with the ICT Manager of the Ukraine country office.

Education:
Bachelor's in computer, IT, Mathematics, Project Management, Community Development or related discipline.

Professional Experience

• At least 5 years working experience in a relevant field
• Previous experience working in a Technology 4 Development (T4D) role desirable
• Experience with working in/with child protection, social services, human rights or other areas in which information management systems need to be designed to serve as well as protect vulnerable individuals is an asset
• Experience in working with/supporting the government of Ukraine and its systems is desirable
• Thorough knowledge of human-centric design approaches, information systems, requirements analysis and the software development cycle
• Strong analytical and communication skills (oral and written)
• Knowledge of UNICEF mandates and ability to work in multicultural environment.
• Proficiency in the Ukrainian and English languages. Knowledge of other UN working languages as an asset.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
