The war in Ukraine has had drastic consequences, both for people inside the country and for those around the world who depend on its food supplies. The war has caused immense suffering for civilians, displaced families, and disrupted supply chains and food production. It has caused one of the fastest forced population movements since the Second World War. Close to 6 million Ukrainians are still living as refugees across Europe, and almost 3.5 million are
internally displaced. Many have lost their homes and livelihoods. As food production and supply lines are disrupted by fighting, many families in the east and south of Ukraine do not have reliable access to nutritious food.
Each month, WFP reaches over one million people with assistance, 90 percent of them in frontline areas. Since 2022, WFP has invested nearly US$1.4 billion into the Ukrainian economy
The United Nations Volunteers (UNV) programme is administered by the United Nations Development Programme (UNDP) through cash assistance, local procurement, grain shipments, rapid recovery projects, and direct support to businesses such as bakeries and food producers.
This United Nations Volunteers (UNV) assignment is within the Partnerships Unit at WFP Ukraine Country Office and its overall purpose is to support partnership building and resource mobilization to achieve the programmatic results outlined in the Interim Country Strategic Plan (ICSP).
The Partnerships Expert will support the Head of the Partnerships on all topics WFP works on in Ukraine, including emergency response, quick impact self-reliance projects, agricultural mine action, social protection, school feeding, and support to the wider humanitarian community through the Cluster system. The Specialist will work closely with the Programme (including Monitoring and Evaluation and Research, Assessment and Monitoring units), the Budget and
Programming, and the Supply Chain teams to ensure WFP activities, results and requirements are presented to donors and prospects in a timely, accurate and compelling manner
Task description:
Under the overall guidance and supervision of the Head of the Partnerships Unit Manager - and in close liaison with key stakeholders within the Country Office, and in other WFP offices - the Partnerships Specialist will:
• Support partnerships management: this includes working with the team members in developing partnership goals and strategy with the assigned partners; driving their implementation through annual workplans; facilitating and contributing to the development of new partnership collaboration areas; relationship cultivation; generating internal and external visibility; and reporting of partnership achievements and lessons learned. Coordinate input from technical leads/internal stakeholders to respond to partnership enquiries received by the Country Office.
• Development of proposals, reports and investment cases: in collaboration with colleagues in the partnership team, support the development of proposals, donor reports, investment cases and value propositions with a view to grow existing partnerships and attract new donors.
• Intelligence gathering and data analysis: in collaboration with colleagues in the partnership team, collect and analyze information about donor and prospects' foreign policy interests and their humanitarian and ODA policies to inform bespoke engagement plans for each prospect and donor. Similar support will be required when designing engagement strategies for the International Financial Institutions (IFIs), Multilateral Development Banks
(MDBs), and the private sector.
• Support visibility plans: in collaboration with the Partnerships and Communications Teams, contribute to the development and implementation of visibility plans for each donor.
• Provide strategic, logistical, and programmatic support: to the Partnerships Team and other WFP staff on key priority partnerships as needed, helping to raise awareness within WFP and with partners on WFP Ukraine objectives and priorities.
Required education: Bachelor's degree or equivalent
Area(s) of specialization (education): Social sciences, political science, public or business administration, economics, public relations or communications, or related fields.
Required experience: 7 years
Required skills and experience:
• Relevant progressively responsible experience at an international organization in partnerships and resource mobilization required;
• Experience in proposal writing and donor reporting;
• Excellent oral and written skills; excellent drafting, formulation, reporting skills;
• Knowledge of public affairs and/or donor strategies and funding policies;
• Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
• Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners;
• Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; ability to work remotely and across different time zones;
• Solid overall computer literacy, including proficiency in various Microsoft Office applications (Excel, Word, among others), email, and internet; familiarity with database management; and office technology equipment;
Living conditions and other remarks: This is a remote international UNV assignment. The UNV is expected to follow WFP Ukraine office hours (from 9 am to 1 pm and from 2 pm to 6 pm from Monday to Friday).
