OVERVIEW OF THE FUNCTIONS OF THE POSTBackground:
UNESCO works to protect and promote Ukraine's cultural heritage, support creative industries, and strengthen cultural policies in response to the ongoing war. Effective communication is essential to ensure visibility of results, strengthen partnerships, and engage the public. The Communications Consultant – Culture Sector will provide dedicated communications support for UNESCO's culture-related activities, ensuring high-quality, timely, and impactful content across multiple platforms.
Objective of the Assignment:
To develop and implement communications activities that highlight UNESCO's cultural projects in Ukraine, in line with UNESCO's global communication standards and under the supervision of the Head of Communications and in close coordination with the Head of the Culture team and the Culture team of UNESCO Antenna in Ukraine.
Long DescriptionDuties and Responsibilities
Under the direct supervision of the Head of Communications, the consultant will:
1. Content Creation
- Develop communication strategy to showcase the impact of UNESCO's work in culture in Ukraine, as well as to support awareness raising campaigns on how culture contributes to recovery and community resilience;
- Develop key messages and narratives to complement the strategy showcase the impact of UNESCO's work in culture in Ukraine;
- Draft and edit articles, press releases, and success stories highlighting culture-related activities;
- Produce social media posts (text, photo, video) for UNESCO Ukraine's channels, aligned with organizational tone and style.
2. Visual Content Production
- Take photos and record videos at culture-related events, field visits, and interviews;
- Edit and prepare visual content for online publication.
3. Coordination and Liaison
- Coordinate communications activities with culture sector partners, donors, and implementing agencies;
- Ensure consistent branding and messaging across partner materials.
4. Event and Campaign Support
- Provide communications coverage for culture-related events (before, during, and after);
- Assist in the organization of press briefings, media coverage, and public outreach linked to culture projects.
5. Monitoring and Reporting
- Monitor media and social media coverage of UNESCO's culture activities;
- Compile and present regular updates on communications outputs and results for the culture sector.
6. Other Tasks
- Perform any other communications-related tasks for the culture sector as required, in alignment with the supervisor's guidance, including drafting specifications and terms of reference for possible third-party contractors/partners.
Deliverables:
• At least one article or success story per month on culture activities;
• Regularly drafted and published social media content (at least 1 piece of content every week for each UNESCO's platform – X, Facebook, potentially Instagram);
• Photo and video packages from culture-related events and field visits;
• Monthly communications update/report for the culture sector.

REQUIRED QUALIFICATIONS
Education:
• University degree in communications, journalism, public relations, media studies, international relations, cultural studies, or related field.
Experience:
• At least 5 years of progressively responsible experience in communications, journalism, or public information, preferably in the cultural sector or with international organizations;
• Proven experience in content writing, including scripts for the production of videos materials;
• Experience managing social media platforms for organizations.
Skills and Competencies:
• Strong writing and editing skills in Ukrainian and English;
• Strong organizational and coordination abilities;
• Ability to work under tight deadlines and manage multiple tasks;
• Ability to travel within Ukraine;
• Creativity, attention to detail, and ability to adapt to evolving priorities.
Languages:
• Excellent command of Ukrainian and English (oral and written).
DESIRABLE QUALIFICATIONS
Experience in photography and video production, with basic editing skills.
