Background

SoCha is currently bidding to the UK Foreign, Commonwealth & Development Office (FCDO) to deliver the Verification and Technical Assurance Programme-Ukraine (VERITAS-UKR). This flagship programme will provide demand-led independent third-party monitoring (TPM) and portfolio-level evidence services across FCDO's Official Development Assistance (ODA) portfolio in Ukraine. The programme will also pilot an innovative Civil Society Organization (CSO)-led monitoring model, designed to strengthen accountability and ensure aid is responsive to the needs of Ukrainians.

As part of our proposed core team, SoCha is recruiting a
TPM Team Leader
to oversee the delivery of all Third-Party Monitoring services under the contract. The TPM Team Leader will ensure robust design and execution of in-person verification, remote monitoring, compliance checks, and data quality assessments, while also managing the pool of technical experts deployed to specific assignments. This position will also serve as Deputy Team Leader when required.

Responsibilities

• Lead the design, planning, and implementation of all TPM services, including in-person verification, remote monitoring, compliance checks, indicator tracking, and data quality assessments;
• Manage and coordinate the Technical Experts Pool, ensuring the right expertise is deployed to assignments and that technical inputs meet programme quality standards;
• Ensure monitoring methodologies are rigorous, context-appropriate, and compliant with ethical, safeguarding, and duty-of-care standards;
• Provide high-quality oversight of field verification activities across Ukraine, including developing scopes of work, sampling strategies, and reporting frameworks;
• Travel extensively across Ukraine to oversee TPM activities, verify programme implementation, and engage with implementing partners and local stakeholders;
• Synthesize monitoring data into timely, evidence-based reports that highlight findings, risks, and recommendations for FCDO decision-making;
• Act as Deputy Team Leader when required, supporting the Team Leader in overall programme management and stakeholder engagement;
• Provide technical mentoring and guidance to field staff and technical experts, promoting consistency and high standards in monitoring practice;
• Contribute to innovation in TPM, including the use of remote sensing, geospatial analysis, and open-source investigative techniques to complement in-person monitoring;
• Support dissemination of monitoring findings to FCDO, implementing partners, and other stakeholders through workshops, briefs, and presentations.

Qualifications and Experience

• Education:
  Advanced degree in international development, political science, social sciences, public policy, or a related field;
• Professional Experience:
  Experience
  in TPM, MEL, or evaluation, including extensive work in conflict-affected or insecure environments;
• Technical Expertise:
  Proven expertise in a wide range of monitoring approaches, including in-person verification, compliance checks, beneficiary surveys, and remote monitoring tools (e.g., call centres, GIS, satellite imagery, open-source methods);
• Leadership Skills:
  Strong experience managing multi-disciplinary teams and technical experts, with the ability to mentor, coordinate, and maintain performance in high-pressure contexts;
• Contextual Knowledge:
  Deep understanding of Ukraine's humanitarian, development, and reconstruction context, and the ability to apply this to monitoring design and analysis;
• Languages:
  Fluency in Ukrainian (preferred) and strong professional proficiency in English (oral and written);
• Analytical Skills:
  Excellent ability to synthesize complex monitoring data into clear, concise, and actionable findings and recommendations;
• Stakeholder Engagement:
  Demonstrated ability to work with donors, implementing partners, and local organizations in a professional and collaborative manner;
• Innovation:
  Familiarity with innovative TPM tools and methods, and a track record of integrating new approaches to strengthen evidence collection;
• Flexibility & Mobility:
  Ability and willingness to travel extensively across Ukraine, including to higher-risk locations, in compliance with security protocols.
