r to lead our operational services and project management functions in Ukraine. This role is critical to ensuring the effective and legally compliant implementation of programs that directly support the people of Ukraine. The

What We're Looking For:

7+ years of progressive experience

Leadership experience in operations, public administration, management, logistics, or finance

Strong knowledge of Ukrainian legislation, procurement rules, and compliance requirements

Experience managing teams and complex operational systems

Fluent in Ukrainian and English

Strong interpersonal and communication skills

High integrity and commitment to transparency and public-service values

Experience working with regulatory bodies or government institutions is an advantage

Your Role:

Function: Operations & Program Leadership

Operational Leadership

Oversee daily operations and service delivery, ensuring compliance with Ukrainian laws and administrative standards.

Supervise administrative staff and maintain structured cooperation with and between program teams.

Ensure accurate, timely reporting to Ukrainian regulatory authorities.

Implement Nova Ukraine's strategic agenda with direct oversight by, and coordination with, the U.S. Leadership Team.

Operational Unit Management

Ensure compliance across procurement, warehousing, logistics, and bookkeeping.

Collaborate with the COO and CFO to maintain, monitor, and improve internal processes.

Lead initiatives that enhance transparency, accountability, and operational control.

Prepare and submit operational budgets; ensure adherence to approved allocations.

Monitor economic, social, and regulatory developments to identify risks and opportunities.

Provide accurate operational data for public communications.

Program Delivery Support

Ensure timely, compliant operational support for all projects under each Program Area [Pillar].

Coordinate logistics, procurement, warehousing, bookkeeping, and compliance reporting.

Implement anti-fraud and anti-corruption controls in accordance with Ukrainian law.

Support project scaling and responsible resource management.

Organizational Development

Strengthen administrative capacity through training and compliance education.

Foster a unified, accountable organizational culture.

Engage with government institutions, nonprofits, enterprises, and sector associations to advance Nova Ukraine's profile, deepen its impact, and leverage resources.

Improve governance structures and operational processes in alignment with public-sector expectations.

Coordinate with U.S. leadership to ensure consistent standards across staffing, finance, and project delivery to achieve Program goals.

Partner & Government Relations

Represent the Ukrainian office before government bodies, regulatory agencies, and private-sector partners.

Ensure all engagements align with Nova Ukraine's strategic priorities, mission, vision, and compliance expectations.

Working Conditions:

Collaborative Growth & Role Transition

The successful candidate will begin this role as a Deputy Manager (Заступник директора). Following a successful performance review, with a rating of no less than "fully successful" before the expiration of the first six months, you will transition to the role of General Manager (Директор), with the full responsibility, authorities, and demonstrated capacity of this position.

Type: Full-time, flexible/hybrid work allowing schedule adaptation to Ukrainian and U.S time zones, with the terms of employment in accordance with Ukrainian labor law.
