Information Management System Officer

The Partnership Fund for a Resilient Ukraine (PFRU) is a multi-year, multi-donor-funded programme managed by the UK's Foreign, Commonwealth and Development Office (FCDO). PFRU aims to strengthen the resilience of the Ukrainian government, economy, media and the Ukrainian civil society by delivering essential resilience project support to the relevant partners.

About the Role

The Information Management System (IMS) Officer will provide programmatic and operational support for the roll-out and system administration of Aktek iO and pmo365, enabling comprehensive data capture, storage, and analytics for Partnership Fund for a Resilient Ukraine 2 (PFRU-2) activities, indicators, and data requests. You will utilise Aktek and pmo365 to maximise data visibility and use for decision-making at all levels. In collaboration with technical and operational teams, you will make sure that all stakeholders have access to accurate and timely data, enabling them to make informed decisions and respond to client requests. You will work closely with the PFRU-2 RMEL team and the Chemonics UK IMS Officer to contribute to the management of knowledge, learning, and information gained through the programme, supporting its lesson learning process and generating insights for knowledge sharing and adaptation.

The IMS Officer will be responsible for supporting the setup and maintenance of PFRU-2 information management systems, developing data structures and fields, and ensuring proper data entry and usage.

Responsibilities

• Support the set up and maintenance of PFRU-2 information management systems, developing data structures and fields and ensuring proper data entry and usage.
• Lead on future iterations to data structures across the programme lifespan, with support from the Chemonics UK IMS Specialist where needed, and in collaboration with the PFRU-2 RMEL team.
• Support the initial onboarding of users onto Aktek, including training, in collaboration with the Chemonics UK IMS Specialist.
• Lead the above process following initial onboarding, with support from the Chemonics UK IMS Specialist where needed.
• Contribute to the development and implementation of data governance frameworks, policies, and procedures to maintain data quality, security, and compliance with regulatory requirements.
• Solution Design & Validation: Collaborate with technical and operational teams to design and validate solutions that address programme needs. Ensure solutions meet quality standards and align with programme requirements.
• Stakeholder Engagement: Effectively communicate with stakeholders at various levels, including SLT, to ensure alignment, gather feedback, and present findings or project updates.
• Documentation & Reporting: Create comprehensive documentation, including process maps, requirement specifications, and project status reports. Present findings and recommendations to stakeholders.
• Work with stakeholders across the programme to identify opportunities for leveraging data to drive programme adaptation, learning, and solutions.
• Manage and maintain PFRU-2's IM systems and information architecture to facilitate sustainable and insightful information management solutions.
• Ensure high data quality standards, implement data verification procedures, and update them as needed.
• Develop relevant guidelines and documentation.
• Ensure that the management of IMS content, users, and groups aligns with data security and safety SOPs (protocols), and recommend adapting protocols if data security is found to be insufficient or at risk.
• Act as IMS focal point for PFRU-2 and lead on troubleshooting and administration.
• May contribute to the development and maintenance of technical documentation, guidance, templates and training materials.

Qualifications

• Bachelor's degree in a relevant field.
• Demonstrable experience working on FCDO or other donor-funded projects is preferred.
• Demonstrable experience operating project management platforms/systems, such as PMO365 or Monday.
• Experience administering information management software, such as Aktek iO.
• Adaptability. The ability to handle a wide range of implementation and compliance-related tasks is essential.
• Excellent verbal and written communication skills.
• Demonstrated versatility and integrity.
• Proven experience developing new organisational systems, data structures, and tools, with a strong command of Microsoft Office (particularly Microsoft Excel with the ability to utilise advanced Excel functions) is required.
• Proven experience developing or assisting with the development of new organisational systems and tools.
• Fluency in Ukrainian and English is required.

: Fixed-Term until June 2027

: This is a Kyiv-based full-time and in-person position.
