Provision of Daily Driver Services in Dnipro and Mykolaiv for CARE Ukraine

Framework Agreement for One Year

1. Scope of Work

CARE Ukraine seeks to engage one or two qualified contractors to provide daily driver services under a Framework Agreement for a duration of 12 months, starting 01 July 2025, for two duty stations: Dnipro and Mykolaiv.

Eligible contractors may include individuals, individual entrepreneurs (FOP, 3rd group) or legal entities (LLC/ТОВ), with preference given to FOP and LLC.

The contractor(s) will provide vehicle driving and related logistical support services on request. The contractor(s) may be requested to work from one or both duty stations, depending on availability and operational need.

Key Responsibilities:

• Ensure safe and timely transportation of CARE staff, visitors, and cargo.
• Follow all traffic laws and CARE internal fleet and safety policies.
• Conduct daily checks and basic maintenance of the assigned vehicle.
• Assist with loading and unloading of goods during distributions.
• Support warehouse operations (e.g., inventory assistance, marking, registering assets).
• Ensure secure delivery and collection of documents and parcels (including from postal and courier offices).
• Maintain accurate records of daily mileage, fuel usage, and other fleet-related logs.
• Report incidents and required maintenance promptly to the Fleet Assistant.
• Support other logistics or operational tasks as needed.

2. Budget and Payment Schedule

Contractors must provide their daily gross rate (in EUR) per full 8-hour working day. The offered rate must include:

• Personal Income Tax (ПДФО, 18%)
• Military Tax (Військовий збір, 5%)
• Unified Social Contribution (ЄСВ, 22%, applicable only for individuals)

The rate will be converted into UAH based on the NBU exchange rate on the date of specific PO/contract signing but fixed in EUR in the Framework Agreement.

CARE Ukraine will act as the tax agent and ensure full compliance with Ukrainian tax law by withholding and remitting the applicable taxes and contributions.

Payment will be processed by bank transfer in UAH to the contractor's bank account, within 5 banking days after receipt of a signed Delivery Note/ Act of acceptance of the services perfomed, based on actual days worked, preferably on a monthly basis.

3. Methodology

If possible, the supplier shall provide services in both duty stations (Dnipro and Mykolaiv). If not feasible, CARE will consider separate providers for each location.

As part of the selection procedure, all shortlisted candidates will undergo:

• A structured interview to assess behavioral, technical, and compliance competencies.
• A practical driving test to evaluate driving skills, safety awareness, and ability to operate under typical NGO field conditions.

Final selection will be based on a combination of:

• Technical qualifications and relevant experience
• Interview and driving test performance
• Financial offer (daily gross rate)
• References and documentation review

Upon entering the Framework Agreement, CARE will notify the contractor at least 3 days in advance about upcoming driving needs, which will result in a specific PO for a specific period.

The contractor shall confirm availability within 1 business day, after which a specific Civil Contract (ЦПХ) will be signed for the required service period.

4. Legal, Ethical Considerations and Safeguarding

The selected contractor(s) must strictly adhere to CARE's:

• Code of Conduct
• Safeguarding Policy
• Anti-Fraud and Anti-Corruption Policy
• Security Procedures
• Data Protection Policy

Upon signing the Framework Agreement and before commencing any services, the contractor must complete the following CARE trainings (online or in-person):

• Code of Conduct
• Safeguarding and PSHEA
• Fraud and Corruption
• Security

The contractor must submit certificates of completion within 7 days from the start of the contract.

Any breach of the above policies will result in immediate contract termination.

5. Qualification Requirements

Mandatory:

• Valid driver's license (category B) with at least 3 years of experience.
• Proven experience working with NGOs, UN agencies, or humanitarian actors.
• Excellent knowledge of Ukrainian traffic rules, routes in the East and South of Ukraine.
• Ability to use smartphones for navigation and communication.

Preferred:

• Certificate of completed trainings in:
• Defensive or humanitarian driving
• Security Awareness (e.g., HEAT)
• Safeguarding
• First Aid

6. Application

Required documents to submit:

• CV/resume or company profile with relevant experience
• Copies of driving license and training certificates
• Daily gross rate per 8-hour day in EUR
• Confirmation of tax residency in Ukraine
• References from past employers (preferably NGOs)

7. Contract Type and Engagement Model

• A Framework Agreement (FWA) will be signed with the selected supplier(s).
• Individual Civil Contracts (ЦПХ) will be issued for specific periods based on actual need.
• CARE Ukraine retains full discretion in the assignment of workdays under the FWA and reserves the right to engage multiple providers.

8. Other Provisions

• The contractor must ensure compliance with Ukrainian legislation, including labor, tax, and civil law.
• All services must be provided personally by the contractor or assigned representative named in the contract.
• The contractor may be subject to periodic background and security checks.
• All assets, documentation, and information accessed in the course of the assignment remain the property of CARE and must be returned upon request.
