Accreditation with the Ministry of Foreign Affairs will be necessary to stay in the country for the assignment. CO is doing the formalities

Background Description of Emergency / Justification for Request (Please provide a short paragraph outlining the prevailing humanitarian situation and context and why this justifies the role.)

More than two years into the full-scale war in Ukraine, the humanitarian crisis continues to have a profound impact—particularly on women, girls, and vulnerable populations. As of mid-October 2024, nearly 6.8 million refugees have been recorded, with 92% hosted in Europe, while an estimated 3.6 million people remain internally displaced within Ukraine. According to the 2025 Humanitarian Needs and Response Plan (HNRP), 12.7 million people in Ukraine require humanitarian aid, with 9.2 million needing healthcare support, and 2.4 million facing heightened risks of gender-based violence (GBV).

The ongoing conflict has placed enormous strain on Ukraine's health systems, disrupting access to essential Sexual and Reproductive Health (SRH) services. Health infrastructure has been compromised, health workers displaced, and supply chains interrupted—leading to significant service gaps and increased vulnerabilities across communities. Frontline areas in the northeast, south, and east, as well as some locations in the west and central regions, have seen growing needs related to intimate partner violence, sexual exploitation and abuse, trafficking, and other forms of GBV.

In response to this complex and evolving humanitarian context, a surge deployment is required to support and strengthen SRH programming in Ukraine. The aim is not only to address immediate service gaps but also to reinforce longer-term recovery and system resilience through technical support, strategic planning, and capacity building.

This effort is grounded in a commitment to uphold the dignity, rights, and health of those most affected by the war—particularly women and adolescent girls—while contributing to national efforts to rebuild and expand access to comprehensive SRH services.

Security Situation Summary in country and main threats: (i.e armed conflict, terrorism, crime, social unrest, hazard)

The security situation in Ukraine remains volatile, with ongoing threats from missile, drone, and artillery attacks. Kyiv continues to face periodic long-range strikes targeting critical infrastructure, energy facilities, and civilian areas—posing risks to safety, mobility, and service delivery. Air raid alerts and damage from aerial attacks disrupt daily life and heighten stress on public systems. In the east and south, active hostilities persist along the frontlines, while northern oblasts such as Sumy face renewed cross-border threats. Cyberattacks and disinformation campaigns further compound the complex and evolving security landscape.

Role Description:  The SRH Surge Response Expert will provide specialized technical leadership and strategic guidance to bolster SRH programming in Ukraine, focusing on policy development, advocacy, program planning, and team guidance within a complex multilateral environment.

The SRH Surge Response Expert will the Deputy Representative and work in close collaboration with the SRH team and relevant program staff.

MAJOR DUTIES AND RESPONSIBILITIES: We ask Country offices to review the list of duties and responsibilities and make appropriate amendments where necessary.
  • Policy and Advocacy:
    • Collaborate closely with Ukrainian government counterparts (Ministry of Health, relevant agencies) to develop, review, and advocate for evidence-based SRH policies and guidelines aligned with international standards.
    • Identify and leverage opportunities within the multilateral framework (UN agencies, international NGOs, donors) to advance SRH advocacy priorities and secure sustained support.
  • Strategic Program Planning:
    • Lead the identification of critical SRH needs and priorities to inform the development of a robust action plan for the Country Programme Document (CPD).
    • Contribute to the design and implementation of innovative SRH interventions, ensuring responsiveness to the evolving humanitarian context.
  • Technical Guidance and Team Leadership:
    • Provide expert technical guidance and mentorship to the in-country SRH team, strengthening their capacity in program design, implementation, monitoring, and evaluation.
    • Foster a collaborative and supportive team environment, promoting knowledge sharing and best practices.
  • Coordination and Partnership:
    • Enhance coordination and collaboration with national and international partners, including UN agencies, NGOs, civil society organizations, and donor communities, to ensure a harmonized and effective SRH response.

Essential Qualifications and Experience:
  • Advanced university degree in Public Health, Reproductive Health, International Development, or a related field.
  • Minimum of 7 years of progressively responsible experience in designing, implementing, and managing SRH programs, preferably in humanitarian or fragile contexts.
  • Demonstrated experience working effectively with government counterparts, influencing policy, and engaging in advocacy within a multilateral framework.
  • Proven experience in strategic program planning, including the development of Country Programme Documents or similar strategic frameworks.
  • Strong leadership and team management skills, with the ability to guide and mentor diverse teams.
  • Excellent communication, negotiation, and interpersonal skills.
  • Fluency in English is essential.
