MISSION

The Expert on European Integration–Related Impact Assessment
will be responsible for shaping and coordinating Ukraine2EU's activities aimed at strengthening Ukraine's system for conducting impact assessments. Working in close coordination with the Ukraine2EU Management Team and the Key Expert on Management and Co-ordination of EU Accession, the Expert will facilitate communication and cooperation among governmental and non-governmental stakeholders and will contribute to the development and implementation of Ukraine2EU's impact-assessment-related activities. At this stage, these include (with the scope expected to expand beyond): contributing to establishing methodologies for impact assessments; supporting the oversight of up to five extended regulatory impact assessments on priority topics for Ukraine's preparation for EU membership and negotiations with the European Union (carried out by a dedicated impact assessment team); and contributing to impact-assessment-related proposals selected through the Ukraine2EU civil society call for proposals.

ROLES AND RESPONSIBILITIES

The Expert on European Integration–Related Impact Assessment
, under the guidance of the respective Key Expert and collaborating with a team of already engaged experts on European integration–related impact assessments, will:

• Contribute to the development and refinement of methodologies for impact assessments, ensuring consistency, quality, and alignment with EU practices.
• Assist in the preparation of a plan for extended impact assessments for 2026 – 2028 in consultation with beneficiaries (and if need be, a wider group of stakeholders).
• Contribute to conducting of up to five extended impact assessments, as planned by the Ukraine2EU impact assessment team. This contribution will be provided through the search for missing sectoral expertise, critical comments on work plans and interim reports for these assessments and control of deadlines. The same will be provided to the impact assessment related proposals which will be selected for implementation via the Ukraine2EU call for CSO in Ukraine.
• Design and contribute to delivery of capacity-building and knowledge exchange sessions for officials, civil servants and other stakeholders (if relevant) on regulatory impact assessment for legal harmonisation (potentially including other analytical methods such as economic modelling).
• Participate in all meetings and consultations about impact assessment organized by the Ukraine2EU programme beneficiaries to represent the Ukraine2EU programme (and will provide briefings in writing about them).
• Facilitate communication and stakeholder engagement, including ministries, government agencies, analytical centres, business associations, and other civil-society organisations engaged in impact assessment activities.
• Assist in organising, coordinating, and monitoring the implementation of impact-assessments carried out by sectoral experts and partner institutions.
• Perform any other coordination or analytical tasks assigned by the respective International Key Expert or (Deputy) Team Leader in the context of strengthening Ukraine's European integration impact-assessment system.

QUALIFICATIONS

Education

• A Master's degree in economics, public policy, public administration, political science, international relations, European integration, law, data analysis, or another field relevant to impact assessment and evidence-based policymaking. Additional training in regulatory impact assessment, economic analysis, or quantitative evaluation methods will be regarded as a considerable asset.

Experience

• Minimum 5 years of general professional experience;
• At least 3 years of professional experience related to evidence-based policymaking, data analysis, impact assessment, economic modelling, analysis of trade issues, legal approximation or harmonization of Ukraine with other international or supranational regimes;
• Experience in stakeholder engagement and coordination, including collaboration with central and regional public authorities, civil society organisations, and/or international partners would be considered an advantage;
• Knowledge of the EU, EU policies and law, Association Agreement and/or Ukraine's integration with the EU would be an asset as would be knowledge of or employment experience in the public sector.

Skills

• Strong analytical and research skills, with the ability to summarise and present complex information clearly and concisely.
• Excellent drafting, writing, and reporting skills in both Ukrainian and English.
• In-depth knowledge of the institutional frameworks of EU integration processes and of the Ukrainian context in relation to Ukraine's EU accession.
• Knowledge of the EU structure and functioning, EU policies, the EU-Ukraine Association Agreement would be an asset, as would be knowledge of the public sector in general.
• Strong communication and teamwork abilities, with capacity to liaise effectively with diverse stakeholders.

Languages

• Proficiency in Ukrainian and English (written and spoken).

BACKGROUND

The 
overall objective
 of Ukraine2EU is to support Ukraine's progressive alignment to the EU acquis and its overall EU integration efforts with a view to future EU membership. Ukraine2EU is aiming to build strong and efficient state mechanisms for managing Ukraine's EU accession process and implementing related reforms. Ukraine2EU will follow the emerging and evolving needs of the main stakeholders and build a solid institutional capacity to meet the accession criteria.

Ukraine2EU is structured around 
four
 
components
, each addressing a core area of EU integration support:

• Component 1. Management, coordination and monitoring of EU integration processes
   – aimed at strengthening capacities of Ukraine's key actors and stakeholders in overall management, coordination, and monitoring of the EU accession processes and related reforms agenda.
• Component 2. Legal approximation processes and translation
   – focused on increasing availability of the legal expertise necessary for an efficient approximation of Ukrainian law to the EU acquis and enhancing overall institutional, procedural and methodological capacities of competent institutions in EU acquis translation.
• Component 3. Communication
   – designed to raise awareness of Ukrainian society and key stakeholder groups on the EU accession process and related reforms agenda.
• Component 4. Civil Society Organizations (CSOs) related activities
   – contributing to the outcomes of component 1, 2 and 3.

The 
total allocated budget
 for the Ukraine2EU implementation is 14 MEUR, with co-funding contributions of 10 MEUR from the European Union, 1 MEUR from the Republic of Lithuania and 3 MEUR from the Kingdom of Denmark, 
for the period
 from 1 January 2025 to 31 December 2027.
