The consultant will support the WHO
Specialized Community Mental Health Services (SCMHS)
training pathway, designing and delivering webinars and continuous professional development activities after the five-module core course and the induction package to accelerate early practice across newly established
Mental Health Centers (MHCs)
. They will develop learning materials and tools, mentor trainers and MHC professionals, and help embed monitoring, evaluation, and a rights- and recovery-oriented approach in all activities. This role is delivered in close coordination with WHO technical leads to ensure coherence with national scale-up plans and international best practices.

Objective(s)

  • In collaboration with WHO staff and partners, provide specialized technical support to the SCMHS training pathway, including the core mandatory course ("Specialized Community Mental Health Services," five modules) and the recommended induction package to consolidate early practice and reach newly established MHCs nationwide.
  • Design, adapt, and refine webinar curricula and CPD activities (short courses, micro-learning sessions, case conferences) aligned with WHO guidance and international best practices, ensuring coherence with SCMHS competencies and service standards.
  • Support the delivery of the core course and induction package through blended formats (webinars, on-demand modules), including trainer guides, participant materials, and practical tools for implementation in MHCs.
  • Provide technical mentoring to trainers and MHC professionals via structured CPD.
  • Contribute expert input to WHO-led technical consultations to ensure integration of clinical, operational, and rights-based perspectives across the SCMHS pathway, including alignment with clinical protocols and the QualityRights approach.

Qualifications

  • Essential: minimum first university degree in medicine or other related field;

Experience

  • Essential: At least two years of professional experience in community
    mental health care
    ;
  • Essential: Experience in mental health capacity building activities;

Skills/Knowledge

  • Essential: Strong writing and reporting skills;
  • Desirable: Strong knowledge of WHO mental health guidelines, recommendations, programmes, tools;

Languages

  • Essential: Fluent in Ukrainian;
  • Desirable: Fluent knowledge of English.
