POSITION OVERVIEW

Under the supervision of the Protection Coordinator, the Protection Program Manager is responsible for developing and managing FHI 360's portfolio of Protection programs, ensuring that activities are evidence-based and adhere to technical standards. Programming includes integration and mainstreaming of Protection services into FHI360's programming provision of individual and group protection support for conflict-affected communities through mobile teams and within static facilities; capacity building of protection monitors social workers and legal consultants in case management and relevant technical areas (e.g. Women Rise, IASC Case Management Guidelines etc); and provision of protection counselling and other support for other frontline workers. The Protection Program Manager will support technical programs from assessment and conception through close-out and evaluation and supervise Protection technical staff in the department. The Protection Program Manager works closely with the other Program Managers and Logistics Manager.

KEY RESPONSIBILITIES AND DELIVERABLES

  • Manage a team of Protection technical staff (including Protection officers, legal consultants, and social workers), ensuring a clear division of responsibilities, clear objectives, and performance management.
  • Contribute to the overall management and strategic direction of the Protection department.
  • Conduct Protection needs assessments at locations in each region of implementation, and ensure assessment reports are completed and properly filed.
  • In coordination with the Protection Coordinator, develop FHI 360's Protection strategy and design Protection activities, incorporating findings from field assessments and stakeholder consultations.
  • Contribute to the development of an Protection logical framework, indicators, data collection tools, and monitoring and evaluation plan, in coordination with the Protection Coordinator and M&E team.
  • Manage the implementation of Case Management and other trainings and supervisions, including day-to-day oversight.
  • Oversee technical recruitment of legal consultants and social workers for mobile teams and static locations, provide technical supervision of the staff including through field monitoring visits, and ensure accurate and timely reporting.
  • Build the capacity of FHI 360 protection monitors, legal consultants and social workers (working in mobile teams and static facilities) through on-job and workshop trainings, including PFA, Women Rise, General Protection Case Management, GBV Case Management
  • Develop technical materials for protection activities, including SOPs, provider guides, and IEC materials.
  • Design trainings for service providers and partners, and coordinate implementation of the trainings in the target regions.
  • Support the Protection Coordinator with operational and technical support to external partners.
  • Determine logistics needs for protection activities, create purchase requests, and regularly coordinate with the logistics department to ensure smooth implementation of programs.
  • Represent FHI 360 in national and sub-national protection and AoR coordination structures.
  • Liaise regularly with external stakeholders from government, NGOs, and international organizations.
  • Design protection interventions to support workers in conflict-affected areas dealing with protection issues
  • Produce regular reports and plans of protection activities to the Protection Coordinator.
  • Any other duties assigned by the Protection Coordinator.

Qualities and Knowledge for the Role:

  • Case Management and Documentation. Know the tools and processes required for service mapping, documenting the case management, information management, data protection, information sharing, and working with others in case management. Data protection protocols and the information management database. Available services, how to access those services and the quality of those services (including the accessibility and attitudes of services providers towards diversity). Understand: the main principles and approaches to protection programming; that protection is a sector in its own right; linkages with other sectors; the basic roles and responsibilities of agencies involved with safeguarding.
  • Client-Centered Communication and Empowerment. Recognize whether a person is at heightened risk of a rights violation, including what type of rights violation and be able to determine the risk level of the case accurately. Respond to immediate lifesaving needs and develop safety plans. Collect disaggregated data on disability accurately. Inform the client about available service and assistance options. Conduct a safe, accountable and timely referral for services. Support the client in recognizing key issues and developing an action plan. Assess the needs of survivors during case management and follow the steps of the case management process, ensuring proper documentation and evaluation.
  • GBV Guiding Principles and Confidentiality, Understanding Gender-Based Violence. Knowledge of the main types and causes of GBV, including intimate partner violence (IPV) and sexual violence. Understand the consequences of GBV, especially IPV and sexual violence, for survivors. Apply GBV guiding principles to ensure survivor-centered support. Understand the limits of confidentiality and the importance of informed consent when working with survivors. Recognize the body language cues that make survivors feel comfortable and safe during interactions. Knowledge of follow-up processes to ensure continuous care and support for survivors.

DESIRED QUALIFICATIONS

  • University Degree or equivalent in Psychology, Social Work, Public Health, Medicine, or relevant discipline.
  • 5-8 years relevant professional experience in protection work (e.g. PSS, GBV, GP, Legal Aid/RoL/ Democratization) including work with at-risk populations.
  • Prior work experience in a non-governmental organization (NGO) or UN agency is highly preferred.
  • Demonstrated knowledge of technical standards and best practices in protection service delivery in humanitarian settings.
  • Excellent written and oral communication skills. Demonstrated leadership capacity.
  • Demonstrated project and personnel management skills.
  • Strong organizational skills, especially in time management and prioritization, and attention to detail.
  • Excellent analytical and reporting skills
  • Experience implementing programs dealing with issues of gender-based violence, including domestic violence and/or conflict-related sexual violence, is an asset.
  • Prior experience with health, protection, and humanitarian or development programming is an asset.
  • Fluent in Ukrainian and Excellent in English.
  • Proficient in Microsoft Office applications (Word, Excel, and PowerPoint).
