the REBOOT Programme

URCS, with the technical support of the Spanish Red Cross, has developed a Livelihoods Plan to help vulnerable people access employment and entrepreneurship opportunities to restore their livelihoods.

The Head of the Human Capital Integration Sector acts as Coordinator of the REBOOT Programme and carries out the overall coordination of the sector's work, in particular, the distribution of tasks and responsibilities among the employees of the sector, the control of the implementation of tasks by the employees of the sector.

Duties:

• Acts as coordinator of the REBOOT Programme to help vulnerable Ukrainian individuals access employment and entrepreneurship opportunities.
• Manages the activities of the Sector, organizes and coordinates the activities of the Sector's employees.
• Participates in the development of documents that regulate the work of the NC URCS on issues that fall within the competence of the Sector.
• Participates in the development of proposals to the management of the URCS and heads of URCS branches on issues within the competence of the Sector.
• Submits proposals to the management of the NC URCS and heads of URCS branches regarding the structure, staffing and number of employees of the Sector, appointment, transfer and dismissal of employees, incentives and disciplinary sanctions in accordance with the requirements defined by the internal documents of the URCS.
• Defines the functions and responsibilities of the Sector's employees.
• Ensures the creation of an appropriate psychological climate in the team and the necessary conditions for the performance of functions and duties.
• Organizes work aimed at improving the professional level of employees of the Sector on issues that fall within their competence.
• Collaborates with the heads of external organizations on issues within the competence of the Sector.
• Introduces forms of control over the performance of the functions of the Sector.
• Monitors the distribution of functions between employees of the Sector and prevents conflicts of interest.
• Actively communicates with and monitors URCS branch teams to ensure effective, timely, and accurate implementation of sector programmes (i.e. REBOOT).

Requirements:

• Higher education in a relevant field (law, business management, project management, international relations or related discipline)
• A postgraduate qualification in project management will be an advantage
• 5 years of experience in managing projects and teams.
• Experience in social services, particularly livelihoods, employment and entrepreneurship support.
• Experience in non-governmental organizations
• Experience in project activities
• Experience of working with international donors
• Excellent communication skills
• Excellent computer skills (Word, Excel, databases, email)
• Ability to work independently and in a team, quick adaptation
• Ability to prepare and execute reports
• Compliance with the principle of confidentiality of information
• The ability to process large amounts of information and competently maintain current documentation will be a plus
• Having a driver's license and driving experience (will be a plus)
• Fluency in Ukrainian
• English — Upper-intermediate and above

Проєкт REBOOT

ТЧХУ спільно з Іспанським Червоним Хрестом розробили План підтримки засобів для існування, спрямований на допомогу вразливим категоріям населення у працевлаштуванні та започаткуванні власної справи.

У межах Програми REBOOT, що діє в Секторі інтеграції людського капіталу підрозділу соціально-економічного відновлення, ТЧХУ створив Сервісні центри REBOOT, які:

• надають кар'єрні консультації та допомагають людям знайти роботу відповідно до їхнього професійного шляху;
• з'єднують місцевих роботодавців з шукачами роботи;
• інформують про механізми отримання компенсацій, соціальної допомоги та можливості працевлаштування;
• сприяють доступу до прискореного професійного навчання та розвитку навичок;
• надають психосоціальну підтримку;
• допомагають малим бізнесам шляхом надання грантів, розвитку компетенцій, бізнес-консультацій, навчання з цифрового маркетингу та доступу до ринків і професійних мереж.

Обов'язки

Керівник сектору інтеграції людського капіталу виконує функції координатора Програми REBOOT та здійснює загальне управління діяльністю сектору, зокрема:

• Координує Програму REBOOT з метою підтримки українців у працевлаштуванні та розвитку підприємництва.
• Організовує та контролює роботу співробітників сектору, розподіляє завдання.
• Розробляє та вдосконалює документи, що регулюють роботу сектору в рамках діяльності ТЧХУ.
• Організовує навчання для підвищення професійного рівня співробітників сектору.
• Співпрацює з керівниками зовнішніх організацій у питаннях, що стосуються діяльності сектору.
• Впроваджує механізми контролю за ефективністю виконання функцій сектору.
• Відстежує розподіл обов'язків у секторі, запобігає конфлікту інтересів.
• Налагоджує ефективну комунікацію з регіональними командами ТЧХУ для якісного виконання програм сектору.
• Забезпечує регулярне інформування команди про цілі, стандарти та дедлайни проєктів.

Вимоги

• Вища освіта (право, менеджмент, міжнародні відносини, соціальні науки або суміжні напрями).
• Досвід роботи на керівних посадах від 5 років.
• Досвід у сфері соціальних послуг, підтримки працевлаштування або підприємництва.
• Досвід роботи у громадських або міжнародних організаціях.
• Досвід управління проєктами та взаємодії з міжнародними донорами.
• Високий рівень комунікаційних навичок.
• Володіння ПК (Word, Excel, бази даних, електронна пошта).
• Навички комунікації з різними категоріями людей, тактовність та дипломатичність.
• Вміння працювати самостійно та в команді, швидко адаптуватися до змін.
• Уміння вести документацію та аналізувати великий обсяг інформації.
• Володіння водійським посвідченням та досвід керування авто (буде перевагою).
• Вільне володіння українською мовою, англійська — на рівні Upper-intermediate та вище.
