SUMMARY 

Eurasia Foundation (EF) is a US-based non-profit organization committed to helping citizens in countries in transition realize their full potential and transform their societies. EF supports governments and citizens to enhance responsive, accountable, and transparent governance, and helps citizens build a stronger, more resilient civil society. 

Between 2018 and 2025, Ukraine made one of the most significant leaps in digital governance worldwide, increasing its UN Online Service Index score from to and becoming the regional leader in Eastern Europe and a top-30 global performer. This transformation was driven by the launch of Diia in 2020, the Ministry of Digital Transformation's (MDT) flagship "super app" that integrates government services and digital documents. Diia has become a cornerstone of Ukraine's digital public infrastructure, providing secure, citizen-centric, and corruption-resistant services that continued to operate even during the war, supporting millions of citizens. Ukraine's digital success has attracted global attention as a model for citizen-focused transformation, yet replicating the Diia ecosystem can be challenging due to limited standardization and localization tools. Applying the GovStack building block approach can bridge these gaps by translating Diia's architecture and governance into reusable components. 

This position is part of the GIZ-funded Scaling Diia Globally: Diia Showcase and Digital Wallet Proof of Concept project, which will support the Government of Ukraine's strategic response to the growing international demand to learn from and adapt the Diia model. Through the Scaling Diia Globally initiative, EF will develop practical blueprints and process maps to help other countries plan and implement Diia-like digital public infrastructure. The project's main workstreams include: 

Diia Global Showcase: This workstream will map the Diia mobile application using a building blocks approach, documenting its architecture, governance, legal foundations, and key use cases. It will culminate in a Global Showcase Report and a communications package that positions Diia as a leading example of digital public infrastructure. 

Digital Wallet Proof of Concept: This workstream will design, build, and validate a Digital Wallet prototype supporting issuance, secure on-device storage, presentation workflows, and verifier status checks, aligned with GovStack Wallet Building Block (BB) and EU Digital Identity Wallet standards. It will include a technical documentation package and deploy the proof of concept in a GovStack Sandbox to test interoperability with other building blocks.

EF is recruiting for the position of Digital Ecosystem Expert for the Diia Global Showcase workstream. The Expert will lead analytical and knowledge-generation components of the project, including the inception phase, interviews with the Diia teams, and preparation of the Diia Global Showcase report. The Expert will contribute to the production of an article and promotional materials for the GovStack platform and help develop a comprehensive communications package showcasing Ukraine's experience.

DUTIES

• Lead analytical work during the inception phase, contributing to the definition of the scope and methodology for the Diia Global Showcase.
• Conduct interviews with representatives of the State-Owned Enterprise (SOE) Diia to gather insights on the Diia ecosystem, governance model, service delivery workflows, and legal framework.
• Contribute substantively to the Diia Global Showcase Report by drafting sections on ecosystem governance, institutional frameworks, user-centric design and others.
• Support the integration of findings from other experts on the project team into a coherent and comprehensive ecosystem narrative.
• Draft and review an article, communication materials, and presentations to support the international dissemination of the Diia Global Showcase.
• Provide analytical inputs for the GovStack promotional article, the slide deck explaining the Digital Wallet and materials for an online workshop presenting key findings of the Diia Global Showcase.
• Participate in coordination and validation meetings with EF, MDT, GIZ, and GovStack partners.
• Review and validate deliverables to ensure accuracy, consistency, and alignment with EF and donor requirements.

DELIVERABLES

• Contributions to the project Inception Report outlining the project scope, methodology, and coordination arrangements with a focus on Diia Global Showcase workstream
• Structured interview summaries and key insights gathered from Diia teams, highlighting ecosystem governance, service workflows and institutional enablers
• The Diia Global Showcase Report, covering ecosystem governance, institutional frameworks, and user-centric design
• Analytical inputs to the GovStack article, Digital Wallet slide deck, and materials for the online workshop presenting key results
• Reviewed and finalized ecosystem narrative integrated into the Diia Showcase Report and accompanying communications package
• Participation in review and validation sessions with documented feedback and recommendations for report finalization 

QUALIFICATIONS

• Master's degree in public administration, digital governance, ICT policy, or related field
• Minimum 5 years of experience in digital transformation, e-government, or public sector innovation
• Proven expertise in analyzing digital ecosystems, institutional frameworks, and governance models
• Experience conducting qualitative research, interviews, and stakeholder consultations
• Strong understanding of digital public infrastructure, GovTech, or open standards, including GovStack, EU eIDAS, and others
• Excellent analytical and writing skills, with experience preparing reports and articles for international audiences
• Familiarity with Ukraine's digital transformation landscape and the Diia ecosystem required
• Fluency in English and Ukrainian
