Data Officer

Context and assignment

Since February 2022, IMPACT Initiatives has been conducting a longitudinal survey of Ukrainian refugees and returnees to monitor the mobility patterns, needs, integration trajectories, and intentions to return of people fleeing the conflict to European countries. Over three years, the longitudinal survey has resulted in more than ten analytical outputs, offering both broad overviews and thematic or country-specific insights into the situation of Ukrainian refugees. IMPACT collaborates closely with international and national organisations to ensure that the research remains relevant and grounded in the practical expertise of key stakeholders, enhancing its applicability to ongoing programming and policy development. In 2025, IMPACT continues this research by conducting two rounds of the quantitative longitudinal survey complemented by qualitative research. The Data Officer will play a key role in ensuring high-quality data management and analysis in support of IMPACT's Longitudinal Study of Ukrainian Refugees.

The responsibilities of the Data Officer will include the following:

1) Data Processing and Analysis

• Implement all data-related processes for the Longitudinal Study, using R/Python, KoBoToolbox, and Excel, including:
  • Updating the existing KoBo form with changes to the survey questionnaire as required by the assessment team prior to data collection.
  • Providing technical monitoring of data collection through KoBo and promptly liaising with the assessment team to address any issues.
  • Performing survey data cleaning, processing, and transformation using existing and developing new R scripts.
  • Conducting survey data analysis using R/Python scripts in close coordination with the assessment team.
• Provide ad hoc support to other IMPACT teams, including data cleaning, processing, analysis, and visualisation.
• Ensure the timely delivery of cleaned datasets and uphold rigorous data quality control standards.
• Support the development and refinement of internal information management procedures and guidelines.

2) Data Visualisation

• Maintain, update, and enhance existing Power BI dashboards for the Longitudinal Study.
• Contribute to the design, concept, and functionality of interactive data products, including potential redesigns and user-focused improvements.

3) Internal Coordination

• Work closely with IMPACT's GIS/Data Specialists, Senior Assessment Officer, and GIS Officer in-country to ensure the production of high-quality outputs.
• Coordinate with IMPACT HQ to validate cleaned datasets, analytical outputs, and associated R scripts.

4) Confidentiality and Data Protection

• Maintain the highest standards of data confidentiality and security.
• Take proactive steps to prevent unauthorised sharing or use of sensitive data and information.

Qualifications

Education:

• A background in social sciences, data science, statistics, or information management is desirable but not required.

Technical Skills:

• Proven experience in R and Power BI is essential.
• Experience with Python is considered an asset.
• Proficiency in Excel is an asset.
• Previous experience in the humanitarian or development sector is an advantage.
• Fluency in Ukrainian and good command of English is essential.
