Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian organization,

with a network of 191-member National Societies (NSs). The overall aim of IFRC is "to inspire, encourage, facilitate, and

promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and

thereby contributing to the maintenance and promotion of human dignity and peace in the world." IFRC works to meet the

needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National

Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental

principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into

four main Divisions: (i) National Society Development and Coordination, (ii) Humanitarian Diplomacy and Digitalization, (iii)

People and Strategy, and (iv) Legal, Governance Support and Accountability.

IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has

country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field

structure (regional, cluster and country) comprise the IFRC Secretariat.

IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red

Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of

authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict

child safeguarding principles.

The position is based in Kyiv, Ukraine - embedded into the Ukrainian Red Cross Society (URCS) reporting directly to the HoCO

and working closely with the URCS's Deputy Director General for OD.

Job Purpose

The National Society Development (NSD) Delegate works closely with the Ukrainian Red Cross Society (URCS) to strengthen institutional capacities and advance the organization's National Society Development Plan.

Around 80% of the Delegate's time is dedicated to supporting URCS directly, embedded within its NSD Department to provide

hands-on, tailored technical assistance. The remaining 20% contributes to broader NSD priorities of the IFRC Country Delegation in Ukraine and the Regional Office for Europe and Central Asia, under the Ukraine and Impacted Countries Emergency Appeal (extended until 2027).

Serving as an adviser and technical expert, the Delegate supports URCS and the Head of Country Office in enhancing the National Society's ability to fulfil its humanitarian mandate. When requested, the Delegate may take on project management

responsibilities to plan, implement, and complete specific URCS-led initiatives.

The role also ensures close coordination with the IFRC Regional Office for Europe's Membership Services Unit and alignment

with Movement partners in Ukraine. Ultimately, the Delegate accompanies and supports URCS in achieving the goals outlined

in its National Society Development Plan.

Job Duties and Responsibilities

• Provide guidance and technical support to the rollout of the URCS organization structure all over Ukraine, focusing on proposing the organization of processes, subordination, and communication lines.
• As per request of the URCS, take on specific project management tasks to plan, develop, implement development projects that contribute to the URCS Organisational Development (OD) services and its tools, approaches and

actions.

• Provide advice and technical support on how to develop existing URCS services around OD (Leadership Development, Financial Management Development, Resource Mobilization, Branch and Volunteering Development, Human Resources, Digital Transformation, Logistics Development) and ensure their sustainability in conditions of international armed conflict and ongoing emergency response and support the proactive navigation of the OD related risks.
• Provide technical support and guidance in scaling up services at the branch level including sustainability and developing local/branch business models for humanitarian and commercial services.
• Provide (technical) support and guidance in developing and strengthening fundraising structures at Regional and Local Branch level including developing guidelines for branches on how to plan resource mobilization activities at

the local level.

• Identify and support the provision of expertise for the development of contemporary financial management and accountability systems, including financial risk management and financial management guidance, if required specifically for branches:
• Align the portfolio of existing and future IFRC and Partner National Societies (PNSs) programs and projects to the NSD Plan of URCS.
• Support the customization of the development practices and approaches.
• Contribute to analyzing financial data related to NSD plan, including projects budgets, risks, and resource

allocation.

• Jointly with URCS work with PNSs to ensure that their development support meets URCS development plans and

needs as well as align with the unified development approach of URCS.

• Set up an information collection and tracking system for all subsections of the NSD Plan , compile, analyze,

and put at disposal of URCS and all Movement components in Ukraine, therewith ensure URCS coordination and

communication on all NSD files within the setting of the international armed conflict within Ukraine.

meetings, sessions and committees

Required

• Experience in capacity building in organizational development in cross-cultural and diversity-sensitive environments
• At least 3-5 years of relevant professional experience of progressive career development and growth, working in the RC/RC Movement
• Experience in management and/or in advising hands-on technical support to the
  
  organizational development in a National Society or similar voluntary organization
• In-depth knowledge in project management cycle, including its practical application, and managing integrated development projects from A-Z.
• Working knowledge of IFRC's Organizational Development and volunteer development policies and tools including the NSD Framework, National Society Strategic Planning and National Society Self-Assessment
• Experience in information collection, tracking system and analysis of data related to the organisational development of an organization.
