National Consultant – Researcher and Policy Analyst to Support the Update of the SRHR Assessment in Ukraine

Purpose of Consultancy
In response to the large-scale humanitarian and demographic crisis in Ukraine caused by the war, UNFPA initiated a comprehensive National Sexual and Reproductive Health and Rights (SRHR) Assessment in 2023.
Based on both quantitative and qualitative desk reviews, the assessment synthesized strengths and challenges in supporting SRHR and formulated recommendations to address gaps, promote reforms, and align practices with international standards.
The National Consultant will update the existing SRHR Assessment to reflect newly available data and recent policy developments.

Scope of Work:
Objective:
To update the existing SRHR Assessment in Ukraine, ensuring it reflects the most recent data, findings, and policy developments.
Key Tasks:
Conduct consultations with key informants in each technical area (maternal and perinatal health, sexually transmitted infections, abortions, breast and cervical cancers, supply and use of contraceptives) to validate previous analyses and identify changes over the past year.
- Update data analysis using official national statistics for 2024.
- Revise and update the SRHR Assessment report, integrating updated data, findings, conclusions, and recommendations.
- Develop actionable recommendations to improve access to SRHR services in Ukraine.
- Provide guidance for future research and data collection to support evidence-based policymaking.
Deliverables:
Deliverable 1 – Preparatory Phase (Due: One month after contract signing)
- Workplan and planned methodology.
- Analysis of current SRHR policies and legislation, compared with the 2023 assessment (English version).
- Findings from key informant interviews and chronogram for FGDs/interviews/consultations.
Deliverable 2 – Desk Review (Due: 15 December 2025)
- Updated quantitative data analysis using the latest available data.
- Updated policy analysis reflecting recent policy changes.
- Conclusions and recommendations for improving SRHR access in Ukraine.
- Recommendations for further research and data collection.
- Complete documentation and handover of all datasets, analysis codes, and scripts to UNFPA.

Monitoring and Supervision
Monitoring and progress control will be conducted through regular formal and informal communication and meetings with UNFPA.
Qualifications and Experience:
- MD or Master's degree in Public Health.
- Minimum 10 years of experience in SRH service delivery, management of SRH healthcare, or public health project management.
- Previous consultancy experience with WHO, UNFPA, or other major international organizations in SRH.
- In-depth knowledge of the Ukrainian healthcare system, SRH regulations, and international SRH standards.
- Proven experience leading and conducting RH assessments.
- International experience in SRH (an asset).
- Strong skills in RH data analysis and reporting.
- Fluency in Ukrainian and English.
- IT proficiency
Inputs/Support from UNFPA:
Organizational support in communication with partners and stakeholders.
Access to analytical documents and results from previous related work.
Any additional services must be pre-approved by UNFPA.
Other Relevant Information:
Consultancy fee will be paid upon acceptance of deliverables by UNFPA.
Any feedback, complaints, or claims regarding deliverables must be submitted within 10 days of receipt.
Scope or conditions may be modified through written agreement between the consultant and UNFPA.
Intellectual Property:
All information (documents, data, visuals, digital materials) related to this project remains the property of UNFPA.
The consultant may not disclose or use this information for purposes other than this assignment without written authorization from UNFPA, in line with applicable national and international copyright laws.
