JOB SUMMARY

The Health Services Manager position contributes to the calling of Medical Teams International being responsible for leading the Mobile Medical Teams (MMTs) that deliver emergency primary care. This role involves overseeing MMT operations, ensuring efficient healthcare delivery, and managing the pharmacy to ensure effective distribution of medicines. The Health Services Manager will also coordinate with local authorities and other health actors to ensure timely and organized medical support.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Collaborates with the Medical Coordinator to ensure the timely submission of MMT reports and documentation to local health systems, as well as for internal standardized reporting. Additionally, coordinate submissions to clusters, local authorities, and other relevant stakeholders.
• Support MMTs with clinical follow-up of patients, monitor for potential epidemic diseases, and ensure adherence to appropriate infection prevention and control measures.
• Oversee and improve the use of standardized data collection tools, train staff on accurate data collection, and ensure the quality of data for effective reporting.
• Lead the coordination of MMT operations with local authorities, health systems, and other stakeholders in the field, including cluster representatives and organizations involved in health operations in the area.
• Assess the training needs of MMT staff, provide recommendations, and support relevant training sessions to ensure effective performance in line with project goals. Anticipate changing needs of the targeted communities and recommend changes to the program implementation accordingly.
• Coordinate with the Logistics Manager and Medical Coordinator to monitor medication inventory to ensure drug safety, proper distribution protocols, and accurate stock levels.
• Review and advise on medication requests from partner organizations and develop Ukrainian labels and reference documents for pharmaceuticals from non-Ukrainian suppliers.

EDUCATION, LICENSES, & CERTIFICATIONS

• Medical Doctor diploma with license to practice in Ukraine

EXPERIENCE

• Minimum of 2 years of experience working in the humanitarian sector.
• Experience in field Coordination with the local authorities and other humanitarian actors.
• Ability to exercise sound judgment and make decisions independently
• Ability to represent the organization in a professional manner to volunteers, staff, donors, and the public
• Effective communication and collaboration across cultural, geographical, and structural boundaries, engaging positively and constructively with colleagues
• Extremely flexible with ability to cope with both busy, high stress situations as well as times with low volume and low acuity
• Global experience in primary health care, communicable diseases, maternal and child health, reproductive health, HIV/AIDS

KNOWLEDGE, SKILLS & ABILITIES

KNOWLEDGE:

• Proficiency in Microsoft Office tools.
• Сommand of English (B1 and higher),
• Fluent in both written and spoken Ukrainian or Russian
• Strong knowledge of clinical care protocols and guidelines in Ukraine
• Strong knowledge of Ukraine Formulary with pharmaceuticals and medical supplies

SKILLS:

• Strong interpersonal skills
• Able to express ideas in written form; editing; revising; reporting
• Participate in group discussions with various stakeholders

• Ability to travel up to 50% of time (Dnipro, Mykolaiv, Zaporizzhia)
