Representation in Ukraine a Transport Specialist. This is a full-time position.

The term of this contract will be 3 years based in the EIB Office in Kyiv, Ukraine.

Purpose

The EIB seeks to appoint a Transport Specialist to support its operations in Ukraine, who will work within a team of international and national personnel located both in Kyiv and in the EIB's headquarters in Luxembourg. Ukraine is facing complex challenges to withstand armed aggression, reconstruct its physical and human capital and progress on its pathway to EU Accession. The EIB is a key implementing partner of the Ukraine Facility, which is the EU's principal mechanism to support recovery, reconstruction and modernization. The selected candidate will have the opportunity to make a varied, interesting, and substantial contribution to the development and implementation of EIB activities in Ukraine, and thereby to the reconstruction and modernization of Ukraine during these challenging times.

Operating network

Operational and technical guidance will be provided by the Head of Division in Luxembourg. You will report to the Head of the Kyiv office for administrative and institutional matters. The work will require close cooperation with teams responsible for implementation of ongoing and future activities of EIB. The Specialist will be part of the Task Force Ukraine ("TFU"), a dedicated team of EIB experts complemented by consultancy resources, established to support the delivery of EIB's work in Ukraine in line with EU Neighbourhood policy and the country's accession process.

EIB's transport portfolio in Ukraine is predominantly in the urban public transport, road, and rail domains; but may also include ports/airports, inland waterways and logistics centres. The portfolio already includes a significant technical assistance component and this, alongside more structured advisory support, is expected to be maintained or expanded. The Specialist may occasionally need to complement other staff based in the Kyiv office as a point of technical contact for other sectors as well support EIB operations for other countries in the region.

The Specialist will work across the whole project cycle from origination to appraisal due diligence, procurement, implementation support, as well as monitoring of physical and financial project progress. The Specialist will have to develop and maintain productive working relations with government ministries, municipalities, the Delegation of the EU in Kyiv, the donor community, and other relevant stakeholders. The Specialist will be expected to demonstrate a high degree of autonomy given a significant share of the post may be performed outside the physical presence of colleagues. The overarching goal of the position will be to enhance the quality of EIB operations and accelerate the delivery of EIB support.

Accountabilities

• Analyse the technical, environmental & social as well as financial & economic aspects of project proposals with a view to developing business and early screening of projects.
• Interact with project promoters in close cooperation and with full involvement of the operational department concerned and local office staff.
• Advise and follow up on procurement procedures and safeguard measures.
• Monitor project implementation and advise on remedial actions where necessary.
• Provide input to appraisal reports, monitoring reports, project completion reports and project briefings to management.
• Assist in the management of Technical Assistance activities involving the services of external consultants.
• Follow and support the development of the transport sector in Ukraine and prepare briefings on key issues and strategic developments relevant for the Bank.
• Develop and maintain productive relations with key external parties (e.g., government representatives, local authorities, EC, International Financing Institutions other stakeholders).
• Represent the EIB at events, for example regular sector meetings, conferences or meetings with the EC and International Financial Institutions (IFIs).

Qualifications

The following qualifications and experience are required:

• University degree (minimum an equivalent to a Bachelor) in economics and/or engineering in fields relevant for this post.
• At least 5 years of experience with planning and implementation of transport projects, in roles such as project management, design or works supervision.
• Knowledge of procurement and safeguard procedures according to the rules of the EC and/or International Financial Institutions.
• Excellent knowledge of spoken and written English and Ukrainian.

The following qualifications and experience are preferred:

• Post graduate studies and membership of relevant professional bodies.
• More than 8 years of relevant experience.
• Experience in more than one transport sub-sector or discipline.
• Experience working with international institutions or EC Services.
• Past experience working in the public sector (government or local administration).
• Experience outside Ukraine, in particular in the Eastern Neighbourhood region.
