MdM is an international humanitarian organization whose mission is to provide medical care for the most vulnerable populations, the world over. It seeks to stimulate voluntary commitment from doctors, other health care providers, and from those whose expertise in other fields is needed for its activities, to enlist all competent support required for the achievement of its projects, and to always seek to encourage close working relationships with populations in its care. In Ukraine, MdM Spain implements the project activities in close cooperation with the relevant authorities, public health facilities and communities.

MdM has been operating in Ukraine since August 2015 and is currently implementing an emergency response and recovery program in different regions in Ukraine. The program is implemented around two main components: direct provision of services through multidisciplinary mobile units (including primary healthcare services (PHC), sexual and reproductive health (SRH), Mental Health and Psychosocial support services (MHPSS)); and strengthening of local health system (with a specific focus on PHC, SRH, MHPSS and GBV) through capacity building of health and non-health staff, awareness raising and the provision of medical equipment, consumables and medicines.

General objective of the position:

Providing support to the Field Coordinator East (in charge of Program in Kharkiv and Zaporizhia oblasts) in the coordination of Kharkiv team and the security management, contributing to the context analysis, monitoring and follow-up of MDM Spain team & assets safety and security, ensuring a smooth relation with local and national authorities, providing translations and interpreting according to MDM protocols, standards and procedures, in order to ensure the smooth running of the project.

Base location is Kharkiv with possibility of business travel to other areas of Ukraine.

Functions and Accountabilities:

General Responsibilities

  • Ensure compliance with MdM Spain's policies, procedures, and organizational principles of equity and fairness.
  • Contribute to the overall MdM response strategy, including development of response plans, master budgets, and strategic documents (MoUs, partnership agreements).
  • Ensure the security, health, and well-being of all staff under responsibility.
  • Be available to assist the Field Coordinator on critical operational, contextual, or security issues, even outside of regular working hours, unless otherwise agreed.

Program Management and Operational Support

  • Provide operational support in the management of donations, subgrants, and other beneficiary-related activities, ensuring timely reporting and monitoring.
  • Assist the Field Coordinator in the planning, implementation, and timely delivery of program activities, ensuring alignment with MdM Spain and donor standards.
  • Participate in the drafting of donor proposals and program reports.
  • Support the MEAL component by monitoring project targets, activities, and impact per donor/grant requirements.
  • Ensure proper involvement of field teams in project design and planning to guarantee feasibility and ownership.
  • Manage and motivate field-based operational staff and contribute to Human Resources processes as delegated by the Field Coordinator.

Security and Context Monitoring

  • Monitor, analyze, and report on security, contextual, and risk-related developments.
  • Maintain and update the security database and provide weekly security and context analyses.
  • Participate in the development and revision of security plans and related security documents.
  • Support security briefings and regular security trainings for staff, drivers, and guards.
  • Lead incident management in the absence of the Field Coordinator.
  • Assist in exploratory missions and field assessments as needed and provide timely reports.
  • Conduct context, cultural, and security briefings for incoming staff to facilitate their integration.

Logistics and Operations

  • Provide support to logistics processes by ensuring coordination with the Program team and act as backup in the absence of the Logistics Officer.
  • Ensure and lead the Movement morning daily briefing.
  • Ensure smooth operational coordination for internal and external meetings, communication sessions, and events.

Communication, Representation and Networking

  • Act as an interpreter and translator when required.
  • Assist the Field Coordinator in drafting correspondence with authorities, military actors, UN agencies, NGOs, and community leaders.
  • Represent MdM Spain externally when delegated, ensuring consistent messaging and promoting MdM Spain's image.
  • Facilitate and maintain strong relationships with local authorities, partners, NGOs, UN agencies, and other relevant stakeholders.
  • Organize advocacy meetings and appointments for the Field Coordinator and ensure accurate filing and regular updating of the stakeholder contact list.
  • Coordinate and collaborate within existing humanitarian and coordination platforms and contribute to advocacy initiatives.

Organizational Learning and Strategy

  • Contribute to developing multisectoral and durable projects, including proposals that consider post-conflict recovery, support for veterans and their families, gender-based violence, mental health, and other emerging needs.
  • Identify potential partnerships and consortia with organizations in complementary sectors to strengthen MdM Spain's operational impact.

Requirements:

Education

  • University Diploma Level, preferably in the field of Social Sciences (Political Sciences, International Public Law, Anthropology, Economics, etc.)

Experience

  • Essential: Experience in and exposure to working in a complex political, security and humanitarian environment
  • Experience in coordinating multy departments teams.
  • Desirable two years previous experience in similar jobs in the field of humanitarian aid with MDM or other INGOs

Languages

  • Essential fluency in English and Ukrainian languages

Knowledge

  • Essential computer literacy (word, excel, Internet/social media)
  • Understanding and adherence to humanitarian principles and values
  • Knowledge of and interest in humanitarian issues
  • In-depth contextual knowledge and analysis skills
  • High level of knowledge of local culture and customs
