Inclusive Education Expert

Project Name: Recovery for All (RFA).

Location of Position: Hybrid, with partial need to participate in offline meetings in Kyiv and visits to the partner municipalities.

Reporting to: RFA Deputy Director, Municipal Development Team Lead.

Remuneration: Fees are subject to negotiation and shall not exceed established market rates.

Indicative LOE/Time Frame: Part-time, 50%.

The duration of the contract is till the end of 2025 with a possibility of extension (subject to approval and implemented deliverables during a previous deployment).

For contracting (after the job offer is made), the selected candidate is expected to be registered as a Private Entrepreneur of the 3d group (consultancy services).

Citizenship: Ukraine.

Language Requirements: Excellent knowledge of Ukrainian, ability to speak and write clearly.

Intermediate or higher level of written and spoken English.

Project Description:

Recovery for All (RFA) is a seven-year (2025–2031) technical assistance project, funded by Global Affairs Canada and implemented by Alinea International.

RFA will support 50 war-affected communities take on the massive task of managing the damage that has been inflicted by Russia's war against Ukraine. The aim of our work with communities is to help them build back better, not only in terms of reconstruction, but also socially and economically, so that people that have stayed in the communities not only survive this war, but can thrive. Each community has its own needs and priorities, so we will work with them to plan a recovery that meets those needs, build the capacity to attract financing and implement recovery initiatives, that serve the long-term development of communities to develop and to foster a better future for residents.

At the national level, RFA works with the Ukrainian government on recovery planning and coordination, ensuring different ministries and agencies collaborate effectively and together, that these efforts support Ukraine's path toward EU integration. RFA supports tracking and reporting on the Ukraine Plan through digital systems we have developed, allowing Ukraine to report efficiently, accurately and transparently to the EU, on its progress required for release of financial tranches under the EU Facility.

About the Work:

RFA provides technical assistance to municipalities in the operationalization of Recovery Initiatives, which are selected based on the municipality's Development Strategy and Action Plan, ensuring effective implementation of these documents at the local level.

RFA Project is looking for an Inclusive Education Expert who will provide support to schools' teachers teams in RFA partner municipalities: (4 municipalities in Chernihivska, Odeska and Kyivska obl.). The support will be provided based on identified needs of municipalities, school administration and teachers' teams in the process of inclusive education implementation.

The Role: Inclusive Education Expert impact is to:

• Participate in the development of a mentoring support program for teachers, which will include:

– support in elaborating individual development program and individual learning plan;

– practices of adapting and modifying the content of curricula and educational materials (at all levels of general secondary education);

– development of approaches to assessing the learning outcomes of children with SEN;

– support in establishing cooperation and developing models of interaction between teachers and teacher assistants in inclusive classes at different levels of general secondary education;

– methodological recommendations for administrators on organization of inclusive education based on the results of the work carried out to support teachers.

• Conducting/co-conducting training sessions and consultations with teachers from partner municipalities (in person and online format) according to the developed mentoring support program.
• Support adjustment of a methodology for assessing municipality/schools needs in inclusive educational services.

Required Qualifications: Experience:

• 5+ years of professional experience in inclusive education services.
• Higher education in pedagogy, special pedagogy.
• Practical experience working as special education teacher is highly desirable.
• Knowledge of legal framework for education and inclusive education in particular.
• Experience in providing trainings for teachers on adaptation and modification of programs and learning materials.
• Experience in facilitation and development of written materials.
• Ability to support the development of training materials and procedural documentation.

• Excellent interpersonal and stakeholder engagement skills, including the ability to navigate complex institutional environments.
• Strong facilitation and communication skills.
• High level of organizational and time-management skills with an ability to manage multiple streams of work simultaneously.

• Strong organizational skills, ability to work under tight deadlines.
