National Consultant on Advocacy Training

Project Context and Scope

The impacts of the full-scale invasion of Ukraine are immediate in terms of humanitarian needs and protection concerns, and massive in terms of recovery, reconstruction and prospects for stability. IOM Ukraine's programmes contribute to durable solutions through the reconstruction of housing and community infrastructure, the creation of safe space for local governance and dialogue between communities and authorities. Moreover, sustainable return and durable solutions for displaced populations can only be achieved if, among other criteria, remedies are provided to survivors of human rights violations.

As such, IOM, under one of its projects, implements activities dedicated to the support of the Government and civil society of Ukraine in building the capacity and developing expertise in the field of addressing human rights violations, including CRSV, though, inter alia, the provision of comprehensive reparative measures. CSOs and community-based organisations play a critical role in regard to reparations processes, specifically in terms of ensuring the meaningful participation of survivors, amplifying their voices, and advocating for rights-based approaches. Through targeted training and outreach, IOM seeks to strengthen CSOs' and community-based organisations' ability to engage effectively in reparations processes, advocate for survivor-centered policies, and provide safe and informed support to their constituencies.

Organizational Department / Unit to which the Consultant is contributing

The Consultant will contribute to "Strengthening national and community-based Conflict Related Sexual Violence (CRSV) prevention and response mechanisms in Ukraine through a survivor-centred multi-sectoral approach" project (RP.0127), funded by the UN Action Against Sexual Violence, under the Peace, Security, and Human Rights Programme (PSHR) within the Transition and Recovery Unit of IOM Ukraine.

RESPONSIBILITIES

Tasks to be performed under this contract

Category B Consultant hired to deliver the following:

1. Develop a training package for 4-days training session for a targeted survivors' networks on advocacy and civil participation. The training package should include clear learning objectives, agenda, methodology, and supporting materials, practical exercises, case studies, and/or role-play scenarios that help participants understand and apply the content. The training should focus on building practical skills in advocacy strategy development, stakeholder mapping, communication and messaging, as well as coalition-building. Particular attention should be given to international standards and good practices in the field of transitional justice, ensuring that networks of survivors are equipped to participate meaningfully in policy dialogues and decision-making processes. – Deliverable by 30 October 2025

2. Conduct 4-days offline training session for a targeted survivors' networks on advocacy and civil participation, and pre- and post-training evaluations. – Deliverable by 20 November 2025

3. Develop a guidance note summarizing key results, lessons learned, and recommendations identified during the training sessions – Deliverable by 30 November 2025

The one-instalment payment of the Consultant's fees shall be initiated within 10 days after IOM's receipt and approval of the outputs outlined above.

Performance indicators for the evaluation of results

• Training programme includes clear learning objectives, agenda, methodology, and supporting materials.
• Materials are practical, user-friendly, and adaptable to CSO and community-based organisations contexts.
• Programme contains practical exercises, case studies, and/or role-play scenarios that help participants understand and apply the content.
• A minimum of 4-days training session is conducted, with disaggregated attendance (m/f, age bracket, displacement status) and completion records maintained.
• A minimum of 20 persons is trained.
• At least 80% of participants demonstrate improved knowledge and skills in advocacy, as measured through pre- and post-training evaluations.
• Final training completion report and a guidance note summarizing key results, lessons learned, and recommendations identified during the training sessions submitted on time (by 30 November 2025).

Overall Performance:

• All deliverables meet agreed quality standards and deadlines.
• Effective coordination and communication with IOM throughout the contract period.
• Adherence to IOM's ethical standards, survivor-centred approach, and data protection requirements.

QUALIFICATIONS

Education, Experience and Skills

• Bachelor's degree in social science, political science, public policy, international relations or other related fields with at least 10 years of professional work experience;
• Proven knowledge of advocacy and prevention campaigns for CRSV or relevant similar topics;
• Proven experience in managing CSOs in Ukraine, launching advocacy initiatives and designing and promoting public policies;
• Proven experience in developing training materials and facilitating workshops (at least 3 examples of trainings developed and delivered);
• Strong written and communication skills.
