Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.

DRC has been operating in Ukraine since 2014, currently DRC employs over 800 staff in Ukraine and implements emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.

DRC is currently looking for a Support Services Manager for its Area-Based Allocation (ABA) project implemented in Khersonska oblast – however, the position is based in Mykolaiv.

About the ABA Consortium

The Area-Based Allocation (ABA) Consortium is a strategic partnership led by the Danish Refugee Council (DRC), established to strengthen localized, coordinated, and sustainable humanitarian response in Kherson Oblast. The Consortium operationalizes the area-based approach by integrating multisectoral programming, community engagement, and conflict sensitivity under a unified framework. It aims to enhance collective impact by aligning member strategies, sharing risks and resources, and empowering local actors as central partners in the humanitarian response.

About the job

The Support Services Manager (ABA) plays a key role in the Consortium Management Unit, providing leadership and oversight of finance, supply chain, HR and administration. Reporting to the Chief of Party, the role ensures compliance with DRC and donor requirements, harmonizes procedures across partners, and manages fund allocations and disbursements. The position also supports local capacity strengthening and leads the Support Services team in delivering timely financial reporting, transparent procurement, and efficient HR processes.

Your main responsibilities will be:

Strategy and Planning

• Lead the design and implementation of support services workplans, divided into departmental action plans (Finance, Supply Chain, HR/Admin).
• Provide input to allocation planning and fund disbursement strategies, ensuring readiness of operational support.
• Work closely with consortium members to ensure harmonization of practices and accurate record keeping.
• Line management of the Support Services team including Finance, HR, Admin and Procurement; including recruitment, performance management and oversight.

Financial Management and Oversight

• Oversee the financial management of the ABA fund, ensuring compliance with donor and DRC standards.
• Responsible for preparing the interim and final financial reports as well as the budget realignment to be submitted to the donor including all the required supporting documentation.
• Supervise fund allocation tracking, cash-flow forecasting, and partner disbursements.
• Ensure monthly financial reports are updated and provide financial analysis.
• Conduct partner financial monitoring, review reports, and address variances with CMU and lead agencies.
• Lead coordination of financial reviews, internal controls, and audit preparation where applicable.

Procurement and Supply Chain Management

• Ensure procurement procedures for consortium-funded activities are compliant, efficient, and transparent.
• Supervise procurement plans for CMU operations and oversee asset, fleet, and warehouse management; ensure accuracy of trackers and documentation.
• In collaboration with the Supply Chain Country Office, lead the procurement of centrally purchased items and support partners in development and implementation of procurement and supply chain plans.

HR and Administration

• Ensure compliance with DRC's HR and Duty of Care standards throughout the consortium operations.
• In collaboration with the Area and Country Office HR team, ensure the effective carry out of HR tasks, including recruitment, contract renewals and amendments.
• Coordinate administrative functions such as office management, logistics for workshops, and travel.

Partner Compliance and Support

• Support implementation of the consortium's Risk-Sharing Framework and ensure partner-level compliance alignment.
• Participate in the operational review of proposals and advise on financial and logistical feasibility of proposed interventions.
• Contribute to the development and conduction of due diligence and financial capacity assessments for consortium partners.
• Develop and monitor Capacity Building Plans for local partners in finance, procurement, and HR systems.
• Facilitate troubleshooting of financial or operational bottlenecks among the consortium partners during project implementation.

About you

To be successful in this role we expect you to have at least 5 years of experience in operational management within NGOs, preferably in multi-partner settings.

Moreover, we also expect the following (required):

• Master's degree in Finance, Business Administration, Management, or relevant discipline.
• Proven experience managing finance, logistics, and HR functions under humanitarian operations.
• Demonstrated experience in Project Cycle Management, Financial Oversight and Donor Compliance.
• Demonstrated ability to lead and develop multidisciplinary teams, establish efficient systems, and ensure accountability across partners.
• Full professional proficiency in Ukrainian and English languages.

We Offer

Contract length: 12 months renewable depending on performance and funding. Preliminary 3-month probation period.

Salary and conditions will be in accordance with Danish Refugee Council's Terms of Employment for National Staff.
