Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is "to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world." IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles.

While still supporting the URCS' emergency response, the IFRC's role in Ukraine is shifting to a greater focus on National Society Development (NSD) under the One Plan – which includes both capacity support in programmatic areas and more fundamental aspects of development, known as organizational development (OD) – per the IFRC's National Society Development Policy. In the area of OD, IFRC is especially engaged in support to URCS in its branch and volunteer development programme (BraVo), human resource and resource mobilization development, and the development and implementation of interregional offices (IRO) providing corporate service support to regional branches. It also continues to play a key role in mobilizing international resources and coordinating NSD support from the International Red Cross and Red Crescent Movement, including IFRC member National Societies, 13 of which currently have representatives based in Ukraine.

Job Purpose
The PMER Officer will support the Austrian and Finnish Red Cross joint delegation in Ukraine in all aspects of planning, monitoring, evaluation, and reporting. The position works in close collaboration with delegation staff, the Ukrainian Red Cross Society (URCS), and other Movement partners to ensure high-quality programme implementation and accountability.

Job Duties And Responsibilities
Planning

• Support preparation of project plans, logical frameworks, and indicators in line with URCS and AutRC/FRC priorities and needs.
• Assist in aligning programme planning with Movement standards and donor requirements.
• Support proposal development in close coordination with URCS
• Contribute and actively participate in needs assessments with URCS

Monitoring & Data Management

• Develop and maintain tools and databases for tracking progress and results.
• Collect, verify, and analyse programme data; support field monitoring and reviews.

Evaluation & Reporting

• Contribute to evaluations and lessons learned exercises, ensuring findings inform programming.
• Draft, consolidate, and review reports for internal and external use, ensuring timeliness, and consistency with financial data and donor formats.

Capacity Strengthening

• Provide technical support to URCS colleagues on PMER practices and tools, if needed.
• Promote evidence-based decision-making and a culture of accountability and learning.

Coordination

• Act as PMER focal point within the joint delegation, liaising with URCS and Partners.
• Contribute to harmonization of PMER approaches and active participation in coordination forums.

• Actively work towards the achievement of the Federation Secretariat's goals.

Education

University degree in social sciences, statistics, development studies, project management, or related field.

Experience

• 3 years of experience working in PMER, IM or an analytical role.
• Experience working in humanitarian sector and development projects.
• Experience in assessments, surveys, monitoring, and evaluation, particularly in disaster response or recovery contexts.
• Experience working in support of partner organisations, including organisational development and capacity building.

Knowledge, Skills and Languages

• Strong skills in data management, analysis and visualization; proficiency in MS Excel and other PMER tools (e.g. PowerBI etc.)
• Solid understanding of project cycle management, logical frameworks, and PMER concepts.
• Strong analytical, writing, and reporting skills.
• Strong organizational and time management skills with close attention to detail; able to manage complex tasks independently.
• Solid understanding of humanitarian operations, including gender, protection, and social vulnerability issues considerations.
• Fluently spoken and written English.
• Fluently spoken and written Ukrainian.
