Climate Change Advisor

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is seeking a qualified professional for the component

to fill the position of the:

Climate Change Advisor (full-time, Kyiv)

The Ukrainian Climate Office component, co-financed by the EU, supports the establishment of a national Climate Innovation Resource and Consultative Centre. It aims to build capacity across government, business, and civil society for effective climate action and to contribute to Ukraine's goal of climate neutrality by 2050. The project provides policy advice and supports implementation of climate-neutral and resource-efficient measures.

General role description:

The Climate Change Advisor will provide both strategic and technical support to the Ukrainian Government and key stakeholders in the field of climate change. This role requires not only policy advisory competence, but also the ability to carry out structured, well-communicated analytical work. The ideal candidate is able to break down complex climate topics into clear messages, engage with diverse stakeholders confidently, and represent the project in public forums and negotiations.

Specific areas of responsibility

1.    Policy Advisory & Strategic Support:

• Provide advisory support to the government and other relevant institutions in selected climate-related policy and strategy processes.
• Assist in aligning national climate policies and legislative initiatives with the EU Acquis Communautaire (Chapter 27 – Climate) and international climate commitments (e.g. UNFCCC, Paris Agreement).
• Contribute to the development and revision of national strategies, action plans, or draft laws related to decarbonisation, adaptation, and climate resilience.
• Engage in dialogue and negotiation with relevant ministries, regional authorities, civil society and private sector representatives.

2.    Analytical Work & Communication:

• Analyse and synthesise complex climate policy and technical information into clear, structured, and actionable outputs (e.g. briefing notes, presentations, policy papers, infographics).
• Prepare and deliver presentations, pitches and public statements for government meetings, public events, international workshops or donor consultations.
• Support the preparation of policy briefs, technical reports, and communication materials on climate measures, progress toward climate neutrality, and EU alignment.

3.    Climate Data & Repository Support:

• Support the conceptual development of the Ukrainian Climate Office (UCO) as repository, in coordination with technical consultants.
• Identify and prioritise relevant national, European and sectoral data sources, institutions and contacts for climate-related data (e.g. emissions, adaptation, climate finance, etc.).
• Contribute to the structuring of metadata, helping define categories, formats, and basic quality standards.
• Facilitate data collection processes by engaging relevant authorities and ensuring clear communication on data needs and expected formats.
• Help translate policy needs into data requirements, ensuring the repository is usable for strategic and reporting purposes.

4.    Stakeholder Engagement & Facilitation:

• Facilitate multi-stakeholder consultations and participatory policy processes, ensuring meaningful contributions from public, private and civil society actors.
• Maintain strong working relationships with key government counterparts, international partners, donor representatives, and technical experts.
• Build the capacity of partner institutions through formal and informal knowledge transfer, coaching, and peer learning formats.

5.    Monitoring & Innovation:

• Monitor the implementation of climate measures, identify challenges and opportunities, and propose recommendations for improvement.
• Stay up to date with emerging trends, innovative tools and best practices in climate policy, finance, technology and governance.

Required Qualifications, Competencies and Experience:

• Master's degree or equivalent in climate policy, environmental sciences, economics, political science, international relations, or a related field.
• Minimum 5 years of relevant professional experience in climate policy, strategy, or advisory work.
• Proven experience in communicating complex topics to high-level decision-makers and/or broad audiences.
• Excellent analytical and conceptual thinking; ability to structure complexity clearly.
• Strong writing and communication skills in English and Ukrainian
• Confident in moderating workshops, facilitating dialogue, and giving public presentations.
• Negotiation skills and experience working in politically sensitive, multi-stakeholder environments.
• Ability to work both independently and as part of a team in a dynamic, fast-paced environment.
• Pro-active and engaging.
• Ability to perform in pressure situation.
• Passionate for the topic of climate change and green economy.
