Project Context and Scope

Eleven years after the onset of hostilities in 2014, Ukraine continues to navigate a complex, dynamic path toward nationwide socio-economic recovery and decentralization. Since the major escalation in 2022, the capacities of hromadas to assess and address community needs have varied and are often insufficient. Locally led recovery therefore requires targeted support at the hromada level to strengthen inclusive governance and evidence-based decision-making, including for the effective targeting and coordination of interventions.

Resource scarcity and limited employment opportunities—across rural and urban areas—have fuelled tensions and perceptions that the needs of internally displaced persons (IDPs) and returnees are prioritized over those of long-term residents who often face similar socio-economic challenges. A further pressure point is the reintegration of veterans (former combatants), who, during the transition from military to civilian life, must regain socio-economic independence and re-establish psychological and physical well-being to reintegrate peacefully. Current public services provide uneven access to inclusive economic opportunities and often insufficient, specialized psychosocial support tailored to veterans' needs.

Through the proposed intervention, IOM aims to bolster the stability of conflict-affected communities by promoting evidence-based, community-driven actions that support social cohesion and veteran reintegration.

To advance hromada-driven recovery that strengthens resilience and promotes durable solutions, IOM is organizing training on evidence-based situation analysis, with an emphasis on locally conducted qualitative research (e.g., focus group discussions). Based on assessed capacities and needs of communities and local organisations, the Senior Consultant will supervise and coordinate the planning and implementation of training activities that build local capacity for gender-, age-, and disability-disaggregated data collection and analysis, aligned with international standards and IOM's internal toolbox. This will enhance the generation and use of evidence for recovery-related decision-making.

These activities will help strengthen local resilience and support the development of locally defined recovery plans that are empirically grounded and continually adapted to changing contexts and needs. Training content and pedagogy will be tailored to the Ukrainian local context.

The Senior Consultant, supported by the Consultant on Data & Analytics Capacity Building, will coordinate and deliver all training. Materials and sessions will target the following learning objectives:

• Understand foundational principles of qualitative and quantitative methods and select appropriate data-collection tools for local practice.
• Prepare and conduct household surveys, key informant interviews, and focus group discussions.
• Collect and manage gender-, age-, and disability-disaggregated data sensitively and inclusively.
• Apply basic techniques for data cleaning, analysis, and responsible data sharing.
• Adhere to confidentiality, informed consent, and data-protection principles and guidelines.
• Translate data insights into local decision-making in line with authorities' responsibilities under decentralization.
• Recognize how data and analytics can improve local administrative planning and recovery operations.

Two training programmes with following mentorship support are planned: one for organisations supporting veteran reintegration and one for five selected hromadas.

Tasks to be performed under this contract

Category B Consultant hired to deliver a curriculum of training materials and implement trainings supported by the Consultant on Data & Analytics Capacity Building.

Tangible and measurable outputs of the work assignment

• First deliverable – All relevant training materials for organisations supporting veteran reintegration including three-day course and a series of practical exercise and a structured program of mentoring; and a comprehensive plan and timetable for delivery of trainings, including all details of participants selected (based upon assessed needs and capacities) and logistical arrangements required, all developed in collaboration with assisting Consultant and hromada representatives. – Delivered by November 14, 2025.

• Second deliverable –Completion of one on-site training session (over three days) for all selected organizations. – Delivered by December 14, 2025.

• Third deliverable – Completion of all remote mentoring activities, including practical exercises, for all selected hromadas. – Delivered by January 14, 2026.

• Fourth deliverable – All relevant training materials for five selected hromadas including three-day course, and a series of practical exercise and a structured program of mentoring; and a comprehensive plan and timetable for delivery of trainings, including all details of participants selected (based upon assessed needs and capacities) and logistical arrangements required, all developed in collaboration with assiting Consultant and hromada representatives. – Delivered by February 14, 2026.

• Fifth deliverable – Completion of one on-site training session (over three days) for all selected hromradas – Delivered by March 14, 2026.

• Sixth deliverable – Completion of all remote mentoring activities, including practical exercises, for all selected hromadas. – Delivered by April 14, 2026.

• Seventh deliverable – Completion and submission of a report of recommendations (in English) on further capacity building needs and responses, Final report (in English) and all administrative responsibilities completed. - Delivered by May 14, 2026.

Performance indicators for the evaluation of results

• Consultant is responsive to IOM engagement on planning and implementation of trainings
• Deliverables are submitted on time
• Trainings and training materials are delivered in a manner that is technically sound yet accessible for non-technical audience

QUALIFICATIONS

Education, Experience and Skills

• Master's degree in Social Sciences, Data Analytics, Adult Education, or related field with a minimum of four years of relevant experience; OR a bachelor's degree in a similar field with a minimum of six years of relevant experience.
• Knowledge and experience of working with one or more quantitative software tools is required, e.g., MS Excel, Stata, SPSS and KoboToolbox.
• Extensive experience in developing trainings/capacity building materials on data analytics and assessment development, especially for use by local government or organizations
• Experience in conducting trainings of local government and/or civil society organizations in Ukraine would be a distinct advantage.
• Experience in managing teams, particularly in relation to training/capacity building.
• Experience of working with UN, NGOs, CSOs and/or government authorities.
• Knowledge and experience of working on displacement issues is desirable.

It is anticipated that the work of the Senior Consultant may involve some travel to the regions of Ukraine.
