Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.

DRC has been operating in Ukraine since 2014, currently DRC employs over 800 staff in Ukraine and implements emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.

DRC is currently looking for a Grants Management Officer for its Area-Based Allocation (ABA) project implemented in Khersonska oblast – however, the position is based in Mykolaiv.

About the job

Under the management of the Programme Manager (ABA) and technical supervision from the Grants Unit, the Partnership Officer will support the effective management of DRC's partnerships with civil society organizations (CSOs) and local authorities in Ukraine. The role contributes to the full project cycle of partner-led programming, including CSO mapping, partner due diligence, preparation of sub-grant agreements, project initiation, implementation, and closure. The Partnership Officer serves as the first line of communication with partners, provides day-to-day guidance, coordinates with internal and external stakeholders, and ensures compliance with DRC standards and donor requirements.

Your main duties and responsibilities will be:

Sub-grant Administration and Compliance

  • Manage and maintain accurate records of all sub-grants in DRC's internal systems (Dynamics) and shared consortium repositories.
  • Support the preparation, review, and filing of Sub-Grant Agreements (SGAs) and amendment packages in coordination with the Support Services Manager.
  • Track partner reporting deadlines, payment schedules, and deliverables; follow up with partners to ensure timely submission and compliance.
  • Liaise with support service teams (finance, procurement, HR) to ensure alignment between programmatic and compliance workflows.

Due Diligence and Vetting

  • Support the coordination of CSO vetting and due diligence processes in line with donor requirements (UHF) and consortium SOPs.
  • Consolidate due diligence findings and tier classifications into the consortium database, ensuring regular updates.
  • Coordinate with the Support Services team to monitor corrective action plans or capacity-building follow-ups resulting from due diligence.

Grants Management and Reporting

  • Ensure that all DRC sub-grants management tools (sub-grant tracker, partner database, risk matrix) are updated with quality data.
  • Support the organization of partner kick-off meetings, review meetings, and close-out meetings with partners.
  • Support the preparation and quality review of partner narrative reports in coordination with the Programme Manager (ABA) and MEAL Programme officer (ABA).
  • Maintain version control of all approved partner's project documents (proposals, budgets, logframes, amendments).

Proposal and Call-for-Proposal Support

  • Contribute to the design of call-for-proposal templates (proposal, budget, and logframe) and ensure consistency across them
  • Provide administrative support during proposal review processes, including scoring compilation and documentation.
  • Ensure transparency and documentation of the selection process in line with consortium governance and donor requirements.

Partner Support and Capacity Development

  • Support the Programme Manager and technical specialists in identifying grants management and compliance capacity gaps among partners.
  • Contribute to the development and delivery of targeted capacity-building sessions for partners on reporting, documentation, and compliance.
  • Serve as a focal point for partners' grants-related queries, facilitating smooth communication and troubleshooting.

Coordination and Communication

  • Contribute to effective partner monitoring by maintaining good communication with consortium members.
  • Prepare and circulate sub-grants-related updates, trackers, and minutes for consortium governance meetings (i.e., CMU, Advisory Board, Steering Committee).
  • Ensure complete partner documentation to facilitate internal and/or external audit.

About you

To be successful in this role we expect you to have at least 2 years of experience with grants or partnership management in an INGO or UN agency.

Moreover, we also expect the following:

  • University degree in international relations, project management, business administration, or a related field.
  • Proven understanding of donor compliance.
  • Strong organizational and analytical skills with attention to detail.
  • Excellent command of written and spoken English and Ukrainian.
  • Advanced skills in Microsoft Office (Word, Excel, PowerPoint) and database management.

  • Contract length: 12 months renewable depending on performance and funding. Preliminary 3-month probation period.

  • Start date: 1st December 2025.
  • Salary and conditions will be in accordance with Danish Refugee Council's Terms of Employment for National Staff.
