Background
iMMAP Inc. implements a Third-Party Monitoring (TPM) project funded by the US Department of State Office for Weapon Removal and Abatement (WRA) with the purpose of monitoring and verifying U.S. funded Conventional Weapons Destruction (CWD) and Explosive Ordnance Risk Education (EORE) activities in Ukraine at regularly scheduled intervals to confirm the accuracy of PM/WRA implementing partners' reports and the compliance with the terms and conditions of their respective agreements or contracts.

Description Of Duties
The
Mine Action Third Party Monitoring Field Monitor is responsible for all tasks assigned by the Field Team Leader and Project Manager as follows:

  • Conducting field visits to monitor and verify PM/WRA's Implementing Partner's (IPs) activities regularly, proportionally taking into consideration the relevant IPs' tasks, periods of previous visits, area of IPs responsibility, and visiting each PM/WRA's IP's mine/ERW clearance (Conventional Weapon Destruction -CWD) and EORE activities in accordance with project objectives and following International / National Mine Action Standards (IMAS/NMAS) requirements. .
  • Ensuring that field activities are organized and carried out in accordance with IMAS/NMAS and followed the IPs SOPs.
  • Collecting and gathering the necessary data and information from IPs, local administration, beneficiaries and interested parties with following submission the data to management for review and compiling.
  • Engaging local communities to determine and confirm CWD and EORE activities in their location in order to assess the impact of the CWD and EORRE activities, whether access to basic social services and economic opportunities had improved through the activities of the PM/WRA's IPs.
  • Conducting after-action reviews (AAR) after-site visits and providing daily reports to the Field Team Leader (FTL) and Information Management officer (IMO).
  • Establishing and maintaining working relationships with the IPs in areas of responsibility and interest as well with the National Mine Action Authorities (NMAA) locally and other partners in the field.
  • Conducting field visits in accordance with project objectives and established targets for each IP operated in the area of responsibility, preparing mission Monitoring and Verification reports after each field visit.
  • Working closely with IPs to ensure that project-relevant information is shared promptly and liaise with IPs to ensure implementation of the project objectives.
  • Know the area of responsibility, security situation, routes and geography to ensure effective planning and implementation.
  • Ensuring the coordination of assigned tasks with IPs for smooth implementation and reporting.
  • Assist the TPM Project Manager and Field Team Leader in preparation and maintaining of internal documentation, records and data base.
  • Ensuring submission of the collected data to the internal database and keeping tracking of the field activities.
  • Reporting on any IPs non-conformities and gaps identified during the monitoring (verification) field visits.
  • Complete additional tasks assigned by the TPM Project Manager and Field Team Leader.
  • Act as security focal point when security staff are not joining the field visit.

Requirements
Required Competencies & Knowledge:

  • Excellent organizational skills with the ability to coordinate and implement field activities
  • Excellent communication and interpersonal skills and ability to establish relationships with stakeholders, with good negation skills.
  • Knowledge and understanding of mine action mandates and operations.
  • Capacity to produce coherent and good quality reports.
  • General computer skills (use of MS Office package), Power BI data visualization tool, ActivityInfo data collection tool (desirable).
  • High level of motivation and proactivity
  • Ability to work under pressure and long hours at different locations.
  • Flexible and adaptable to any situation.
  • Self-reliant and able to work independently

Academic Qualifications/Experience/Language

  • Bachelor's Degree in social sciences, humanitarian and/or development studies, or relevant field
  • Minimum 2 years of relevant experience within the Mine Action Operations with field experience.
  • Previous experience in either program implementation, coordination, or monitoring and evaluation essential
  • Minimum 1 year of work experience in Humanitarian Organizations or an international environment or/and within operational missions with humanitarian mine action, commercial mine action, arms control, weapon contamination, and/or military engineering portfolio.
  • Knowledge and/or experience in the International Mine Action Standards (IMAS), Information Management System for Mine Action (IMSMA), Battle Area/Mine Clearance, Explosive Ordnance Risk Education, Technical/Non-Technical Survey, Land release process, Information Management / Geographical Informational System (GIS);
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse views, while maintaining impartiality and objectivity.
  • Work experience in mine action, and EOD Level 1,2 qualification is desirable
  • Experience in working in complex and volatile contexts, including conflict (war) areas
  • Good working knowledge of English (written and spoken upper-intermediate level).
  • Possession of a valid automobile driving license and ability to drive both automatic and manual transmission. (Category B)
  • Valid Military Registration Documents are required.
