Organizational Context

Within the Division of External Operations, the Public Information and Outreach Section (PIOS) ensures that the proceedings are accessible to the public, raises awareness and promotes an understanding about the Court's mandate and activities with the ultimate goal of getting support. It does so in relation to a number of target audiences across the globe, mainly encompassing international press and media, victims and communities affected by crimes within the jurisdiction before the Court; and key stakeholders such as legal communities, academics and non-governmental organisations. PIOS achieves its objectives through the use of a variety of communication means including granting interviews to media, press releases and production of other publications and audio visual materials as well as through the website and social media platforms. PIOS is also responsible for the organisation of campaigns, events, and visits ranging from general groups to high profile visitors. It consists of four units: Public Affairs Unit; Protocol, Visits and Events Unit; Outreach Unit and Audio-visual Unit.

Outreach Unit

Interaction with affected communities and victims of crimes before the Court is a critical function of the Registry field teams by wav of which ICC justice can become meaningful to concerned populations. PIOS Outreach Unit liaises with field officers on Public Information matters: advises on strategic planning: oversees good use of monitoring systems to assess performance and report on impact: keeps abreast offices at HQ, as appropriate, of feedback received from country teams and ensures responses to such feedback when necessary. It interacts with concerned populations of countries with situations and cases before the Court where there are no Registry field officers performing that function. One part of the staff of the Outreach Unit is based at the Court's seat in The Hague, Netherlands, while other members of the Unit are based in the ICC's country offices in situation countries. This post is located in the ICC's country office in Kyev, Ukraine.

Duties & Responsibilities

Under the direct supervision of the Head of the Outreach Unit, the objectives of this position are:

  • To develop, update and manage the implementation of country communication plans ensuring that national audiences, primarily victims and communities most affected by situation and crimes before the Court, have access to and an understanding of the Court's activities and judicial proceedings. This is done in close coordination with the other units of PIOS, and the Chief of Country office and in line with the general strategic framework of the Outreach Unit and its guidelines, existing International Criminal Court (ICC) strategies on victims, local political and security circumstances.

  • To track the overall progress of on-going activities in the country in order to ensure the effective delivery and impact of ICC messages, as well as consistency with the objectives set forth in the country communication action plans;

  • To advise the Head of Outreach Unit on the judicial, political and local circumstances that might have an impact on the implementation of Outreach strategies;

  • To build, expand and strengthen existing networks that support the work of the Court among relevant and influential stakeholders such as international agencies, civil society organisations, representatives of local communities (community leaders, church leaders, etc.), legal communities, community or religious organisations and individuals, educational organisations and journalists.

  • To advise the Head of Outreach Unit on outreach objectives and on the effectiveness of press and public information activities by providing timely feedback on messaging tests, preparing impact reports from public responses to key judicial developments and other reports as necessary.

  • To take responsibility for the budget allocated to the implementation of outreach plans, preparing budget estimates.

  • To ensure the integrity and timeliness of substantive and financial outreach reports. Preparing regular and specific impact, policy, financial, evaluation and statistical reports on outreach activities.

  • To promote efficient information sharing and cooperation among in-country team members, as well as with HQ.

  • To keep the Head of Outreach Unit informed of progress made in the implementation of outreach activities.

  • To represent the Registry in meetings, workshops, seminars and conferences related to the situation.

  • To perform other duties as required.

Essential Qualifications

Education:

Advanced university degree in social communication, journalism, political science, liberal arts, law or another relevant discipline is required. A first-level university degree in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree.

Experience:

A minimum of five years (seven years with a first-level degree) experience in outreach, public information or other related area is required.

Knowledge, skills and abilities:

  • Demonstrated experience in designing and preparing communication plans and tactics result oriented with contents tailored to specific stakeholders including victims, affected communities, legal groups, civil society organisations, academics and journalists.
  • Experience of monitoring communication processes, adjusting messages and plans as needed.
  • Knowledge of how to design, organise and conduct trainings is required.
  • Experience to manage sensitive information as the incumbent will be dealing with information relating to third parties, whose identities are confidential in the proceedings.
  • Field experience and/or knowledge and understanding of the countries or region in which the Court operates.
  • Knowledge of ICC law and procedure and of the Courts' legal texts and the judicial proceedings related to the designated country is desirable.
  • Excellent written and oral communication skills. Manages public speaking skill emotions and responds accordingly.
  • Exhibits interest in having two-way communication: Listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify and tailors language, tone, style, and format to match audience.
  • Demonstrates openness in sharing information and keeping people informed and implements problem-solving and conflict resolution approaches.
  • Capacity to stimulate dialogue with local partners; sensitivity to political issues and adaptability to local environment would be considered an asset.
  • Management experience including personnel development and budget and programme management.
  • Ability to think of solutions to potential problems including contingency problems that typically involve resource planning and gaining the cooperation of others, e.g. when organising an event.
  • Interacting with people from various nationalities and working in an international environment.
  • Works collaboratively with colleagues to achieve goals; delegates the appropriate responsibility, accountability and decision-making authority; makes sure that roles, responsibilities and reporting lines are clear to each staff member; accurately judges the amount of time and resources needed to accomplish a task and matches task to skills; monitors progress against milestones and deadlines.

Knowledge of Languages

Proficiency in one of the working languages of the Court, French or English is required. Working knowledge of the other is an asset. For this position, proficiency in Ukrainian is also required. Knowledge of another official language of the Court (in particular Russian) would be considered an asset.

General Information

Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2 - ICC-ASP-23-Res.2-ENG) to implement a tenure policy at the Court as of 1 January 2025.

  • The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy. The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check.

  • Post to be filled by a national of a State Party to the ICC Statute, or of a State which has signed and is engaged in the ratification process or which is engaged in the accession process. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.3 - ICC-ASP-23-Res.3-ENG) to introduce a moratorium on the recruitment by the ICC of staff of non-States Parties' nationality.
