Social Policy Reform Specialist

This position is for a Social Policy Reform Specialist to work in the UNICEF Ukraine office. The specialist will support the implementation of social protection reforms and advocate for child-sensitive policies.
About the Role:
The Social Policy Reform Specialist will report to the Deputy Head of the Social Recovery Office under the SPIRIT Programme. This programme aims to support inclusive, effective, and efficient social systems and services in Ukraine. The specialist will contribute to achieving sustainable results by developing and implementing a robust project management approach for the Social Recovery Office.
The key responsibilities include developing and implementing social protection policies, legislation, and programmes that focus on increasing coverage and impact on children, particularly the most marginalized groups. The specialist will also analyze the macroeconomic context and its impact on social development, emerging issues, and social policy concerns related to children. They will propose and promote appropriate responses to these issues and concerns, including government resource allocation policies and the effects of social welfare policies on the rights of children.
Key Responsibilities:
1. **Programme Management and Knowledge Management**: Develop and implement a project management approach tailored for the Social Recovery Office, ensuring consistent adoption and utilization of methodology and associated tools by team members. Provide ongoing support and guidance to team members to ensure proficient application of the approach. Ensure timely and accurate preparation of reports for all stakeholders, including donor reports, SPIRIT programme board updates, and UNICEF internal updates. Support systematic monitoring and reporting processes to enhance accountability and disseminate key information for decision-making and learning. Manage and coordinate technical support to strengthen the Social Recovery Office's operations, embedding risk analysis and mitigation strategies into all project activities. Collaborate closely with programme teams, partners, and stakeholders to ensure alignment and impact.
2. **Improving Data on Child Poverty & Vulnerability**: Analyze the macroeconomic context and its impact on social development, emerging issues, and social policy concerns related to children. Propose and promote appropriate responses to these issues and concerns, including government resource allocation policies and the effects of social welfare policies on the rights of children. Identify, generate, and present evidence to support the goal of improving data on child poverty and vulnerability for increased use in policy and programme action.
3. **Strengthening Social Protection Coverage and Impact**: Support the development of social protection policies, legislation, and programmes that focus on increasing coverage and impact on children, particularly the most marginalized groups. Identify, generate, and present evidence to support this goal in collaboration with partners. Promote strengthening of integrated social protection systems, providing technical support to partners to improve the design of cash transfers and child grants and improve linkages with other social protection interventions such as health insurance, public works, and social care services. Strengthen linkages with complementary services and interventions related to nutrition, health, education, water and sanitation, child protection, and HIV.
4. **Improving Use of Public Financial Resources for Children**: Support the identification of policy options for improved domestic financing of child-sensitive social protection interventions. Undertake capacity-building of partners for improved monitoring and tracking of public expenditure to support transparency, accountability, and effective financial flows for essential service delivery, including through support to district-level planning, budgeting, and public financial management. Facilitate community participation in public financial management and service delivery.
5. **Strengthening Capacity of Local Governments**: Where national decentralization processes are taking place, collaborate with central and local authorities to improve policies, planning, budgeting, consultation, and accountability processes so that decisions and child-focused service delivery more closely respond to the needs of local communities. Collaborate with central and local authorities to strengthen capacity on quality data collection, analysis for policy development, planning, implementation, coordination, and monitoring of essential social services, with emphasis on community participation and accountability.
6. **Strengthened Advocacy and Partnerships**: Support the correct and compelling use of data and evidence on the situation of children and coverage and impact of child-focused services. Support the establishment of effective partnerships with the Government, bilateral and multilateral donors, NGOs, civil society, and local leaders to support sustained and proactive commitment to the Convention on the Rights of the Child and achieve global UN agendas such as the Sustainable Development Goals. Contribute to strategies for engagement and develop communications products to enhance UNICEF's visibility and influence with existing and prospective partners and key stakeholders.
